Guest guest Posted July 13, 2010 Report Share Posted July 13, 2010 IMA delegates protest against Clinical Establishments (Registration and Regulation) Bill, 2010 IMA delegates meet MP Tewari By Manmeet kaur - June 28, 2010 - 0 comments As per the reports, the delegation of the local unit of Indian Medical Association (IMA), Ludhiana, discussed the implications of Clinical Establishments (Registration and Regulation) Bill, 2010 with Manish Tewari, local MP and national spokesperson of the All India Congress Committee. The members also submitted a memorandum and asked Tewari to appeal the government in order to withdraw the 'Clinical Establishment Bill', which was passed in the Lok Sabha without any discussions and deliberations. Agenda behind the protest The members protested against the bill and put forward the demerits of the bill as it will open the doors for unqualified persons to get registered under the name of yoga, unani, siddha, nursing, pharmacy and education related to the healthcare. Further, the Chief Medical Officer of the district can have the power, as per the provisions under the bill, to inspect a private health institution that can impose a fine up to Rs 5 lakh and cancel registration of clinics, nursing homes or hospitals. " The bill also makes it mandatory for all private health institutions to provide medical treatment to all emergency cases without making it necessary for patients to pay for the expenses incurred on treatment. This is not justified, " a member of the delegation said. According to Dr Narotam Dewan, president of IMA, " The introduction of bill is a severe blow to the private health sector in India. " Dr. Hardeep Singh, secretary of IMA, Ludhiana, stated that, " The government is coming up with the bill to favour big corporate hospitals at the cost of small hospitals and self entrepreneur doctors. " Clinical Establishments (Registration and Regulation) Bill, 2010 was passed in Union Cabinet The Ministry of Health and Family Welfare had put the proposal for the approval of Clinical Establishments (Registration and Regulation) Bill, 2010 in order to achieve the mandate of Article 47 of the Constitution for improvement in public health. The Union Cabinet had approved the proposal in January, 2010 and was finally approved in Lok Sabha. The bill will be passed in the upper house, Rajya Sabha in the coming Monsoon Session, which will start from July 7. With the enactment of the bill, there will be a marked improvement in the quality of healthcare facilities. The bill will also allow categorization and registration of different hospitals, clinics and health establishments, depending on their location and services being offered, according to the new regulations.
