A. Introduction

This course will provide a basic orientation to the core elements of health

policy making, health policy analysis and necessary skills for critically

analyzing the health policy in India

B. Course objective

To introduce the stages and process of the formulation of health policy

To introduce the theory and methods of health policy analysis

To familiarize the participant about critical public health issues in India.

C. Who will benefit from this course?

The course on Health Policy has been designed especially to suit:

Health care practitioner who wish to develop health policy skills for current or

future work.

Graduates with medical science or social science degrees who wish to pursue a

career in Public Health.

Policymakers, advocates who intend to extend their knowledge and skills in the

health policy analysis

Health project managers

D. Methodology

The program includes presentations by public health experts & policy makers,

interactive panels, group discussions and innovative workshops.

E. Course contents.

This course will begin with a historical overview of health policy in India.

Participants will be introduced to the stages of health policy development

cycle (awareness, building, policy formulation, implementation, monitoring,

evaluation and revision) and the process of health policy making. At each stage

of policy development, the factors such as the processes, structures and

institutions utilized, the information, expertise and skills available and the

people involved.

The range of examples of policy instruments such as health legislation and

regulatory measures, structural, administrative and management measures,

financial instruments, consultation and negotiation, human resource development,

research and information, awareness building and health education and monitoring

and evaluation will be presented .

The participants will be introduced to key principles that should guide health

policy development.

a) The ultimate goal of health policy is to achieve the full health potential of

everyone,

B) Closing the health gap within countries and between populations,

c) People's participation is crucial for health development,

d) Health development can be achieved only through multisectoral strategies and

intersectoral investments that address health determinants and

e) every sector of society is accountable for the health impact of its own

activities.

Public health policy analysis is a multi-disciplinary approach to health policy

that aims to explain the interaction between key stake holders, general

population, institutions, interests, values, resources and ideas in the policy

process.

Participants will be familiarized with the health policy analysis through

situation analysis, definition of the health problem, background, political,

economic, and social context of health, development of alternative policy

options; and recommendations.

Participants will be enabled to analyse the national health policies according

to the criteria,

a) the policy commits itself to the goal of Health for All and MDG,

B) that it introduces a multisectoral perspective,

c) that it is explicitly values-oriented (commitment of equity and health as a

fundamental human right)

d) it includes health targets and

e) it indicates the resources available to implement the policy.

F. Certificate

All registered participants' who would complete the course will be given a

Certificate of participation from Jodhpur National University.
