About SHARAN:

 

SHARAN, Society for Service to Urban Poverty is a non-profit organization, which

has been working with the poor and marginalized communities in urban settings

for the past 26 years.  Its expertise and experience lies in the field of drug

treatment & HIV/AIDS. Sharan has implemented a National roll out of Oral

Substitution Therapy in the states of Delhi, UP, Meghalaya, Mizoram, Tamil Nadu,

Kerala, Goa and Maharashtra.

It is also implementing IDU targeted interventions in Delhi and Punjab. Sharan

is a member of the UN Regional Task Force for Asia and Technical Consultant for

the GFATM Round 7 IDU training component in India. Sharan has proved its

technical capability for OST through successfully managing multi site oral

substitution in five cities through support of European Union and substitution

in 9 states under DFID Challenge Fund.

It has developed the first Buprenorphine Substitution Program in Asia in

community settings and have developed community based health services and

income generation programs. One of the key strengths of Sharan is in advocacy

and has engaged in Rights based Advocacy with Policy makers, Donors and service

providers.

DESCRIPTION OF POSITIONS:

 

1.  Project Director:

 

Overall responsible for all technical and financial aspects of the projects

Ensure compliance of all project guidelines for objectives delivery: 

tenders/selection/recruitment/implementation/documentation/financial reporting

of grants received & disbursed and reporting to the PR

Review the team members reports related to activities “ in tandem with work

plans & budgets

Work closely with the Finance officer for all activities

Ensure that technical and financial aspects are compatible as designated in the

guidelines

Timely reporting of activities - technical

Timely reporting of financial statements

Representing Sharan at all meeting as called for by the PR/NACO/GF/PMU

Monthly meeting with the team

Report to the Secretary/Executive Director of Sharan

 

Essential: A post graduate or PhD in social sciences, having at least 15 years

experience in the health sector and at least 7 years at the senior management

level, having lead a team.

 

Desirable: Experience of working with IDU/HIV related issues, both at the field

and at the management level.

2. Administration & Finance Officer:

Responsible for the overall administrative work of the project – meetings,

workshops, trainings, & travel

Maintain attendance for staff at the office for the project, as well as follow

up for attendance for staff at the project site

Maintain all documentation related to the project

Ensure that all stationary requirements are met at the office

Ensure all financial compliance as required by the project guidelines of Global

Fund

All transactions are authorized by the concerned authority

Monthly reconciliation of accounts and projection/forecast for the next month

and quarter

Transfer of funds to working partner as per guidelines and receipt of all

statements/vouchers/bills

Preparation and submission of all financial statements as scheduled

Report to the Project Director

 

Essential: M Com with at least 7-10 years experience in the accounts and finance

department, having experience with Tally a must.

 

Desirable: Experience of work in an NGO working with health/IDU/HIV related

issues

3. Documentation & Monitoring Specialist:

Work in tandem and closely with the Program Manager and the GPC team

Ensure documentation of all activities of the program as required

Orientation training of the GPC team with regard to reporting of activities

undertaken – supportive supervision

Ensure documentation of activities is understood

Ensure that reports are reached on time/schedule

Work closely with the finance officer with regard to M & E schedule and travel

Prepare and submit monthly report to the PD for timely delivery to the PR

Provide feedback to the GPC team for any gaps identified

Inform the PD and the PM of the same for necessary follow up and action

Ensure ATR is received and compliance is as desired

Any other work as designated by the PD

Report to the PD

 

Essential: A post graduate/graduate with 10-12 years of experience in the

IDU/HIV sector with regard to documentation of both qualitative & quantitative

data as well as data analysis for assessing impact of activities/services.

 

Desirable: experience of working with SPSS/CMIS systems.

4.  Program Manager:

Ensure delivery of activities in line with the project objectives

Work closely with GPC for service delivery of supportive supervision

Ensure timely reporting of activities

Work closely with the finance officer with regard to financial compliance of GPC

Ensure activity timelines are achieved

Monthly meetings with newly appointed GPC team

Orientation & Induction training of the team along with the Indian Harm

Reduction team

Ensure required documentation by the GPC team is available and complete

Any other work as designated by the PD

Report to the Project Director

 

Essential: A post graduate/graduate with at least 10yrs experience of working

with IDU/HIV issues at the field implementation level, leading a team for

service delivery for IDUs.

 

Desirable: Worked at senior management level, experience of training service

delivery teams in the IDU/HIV sector.

5.  Cluster Coordinator:

 

Works along with the PM and the Documentation & Monitoring Specialist

Works closely with the designated GPC teams in the region

Ensure all activities in line with the objectives are reached by the GPC team

Identify weaknesses and gaps with regard to supportive supervision undertaken by

the GPC team

Monitor the documentation at the GPC site

Provide input to the team when and where required

Any other work as designated by the PM/Documentation & Monitoring Specialist/PD

Attend any training as deputed

Any other work as designated by the PD

Reports to the PD

 

Essential: A post graduate with 7-10 years of direct experience with IDU/HIV

related issues & services. Experience of working at the field level would not

just be an asset but essential, especially having worked with IDUs directly.

 

Desirable: Having middle management experience in coordinating & leading a team

of people for achieving objectives.

6.  Office Assistant:

 

Responsible for all project related correspondence & despatch

Filing of all papers & documents related to the project

Providing all support to the project team

Providing all assistance to the Administration officer when ever required

Overall management of the office up keep

Maintain office expenses incurred

Submit a statement of monthly expenses to the finance officer

Report to the Administration & Finance Officer

Any other work as deputed

Essential: Graduate with over 7-10 yrs work experience in the administration

department.

 

Desirable: Worked in an NGO working with Health/IDU/HIV related issues.

Additional Information:

A probation period of three months.
