position:

HIV /AIDS SPECIALIST (JOB CODE: UNHS)

Location: Chennai

Purpose of the post:

Under the guidance of the Chief of Field Office responsible for influencing the

State Government's Policy, the planning, implementation, fund raising,

monitoring and evaluation of an assigned programme or specific projects within

one State or cluster of states in India.

Major Duties and Responsibilities:-

Influencing Policy

Analyses and recommends policies, strategies for programme delivery,

coordination for convergence towards achieving results for children in the area

of HIV/AIDS (11%) and Reproductive and Child Health (9%).

Building Partnerships

2a. Convene and establish partnerships with govt, civil society and private

sector organization working on issues around children, particularly in the area

of Reproductive and Child Health (7%) HIV and sectors impacted by HIV to

facilitate scale up, leverage resources and harmonize inputs (8%)

2.b. Assists in the development and/or introduction of new approaches, methods

and practices in project management and evaluation.

Programme Development and Implementation

Contributes to the preparation of the Situation Analysis, in collaboration with

SPPME, by compiling data, analyzing and evaluating information, and developing

state specific programme delivery strategies that contributes to national

results.

Designs, prepares, implements, monitors and evaluates assigned UNICEF assisted

programme or specific project(s) Analyzes and evaluates data and/or takes

corrective action when necessary, to meet programme/project objectives. Enable

concurrent monitoring and reporting on performance indicators of Government

flagship programmes related to Reproductive and Child Health (10%) and children

and HIV (10%).

Inter-sectoral collaboration

Proactively collaborates within the state and/or sectosr with programme

colleagues to give and receive knowledge and assistance on maternal , child

health and Pediatric HIV

Assists in development of appropriate communication and information strategy to

support and/or advocate development of the Reproductive and Child Health

programme (5%), prevention, care and treatment of HIV among children within the

state office.(5%).

Monitoring and Evaluation and Knowledge management

Support government to institute mechanisms to monitor Reproductive Child Health

& HIV state programmes, build evidence for policy change and to support scale

up. Identifies necessary action for programme adjustments and resource

allocation. (10%)

Support Govt and the state office to establish mechanisms to manage knowledge on

Reproductive Child Health (RCH) and Children & AIDS and ensure easy access to

information by all relevant stakeholders.

Facilitates the review of systems and capacity related to delivery of health

services, and the interventions to improve such systems and capacities. (10%)

Supplies and Cash Assistance

Coordinates with the Operations/Supply staff on supply and non-supply assistance

activities ensuring proper and timely UNICEF and Government accountability.

Certifies disbursements of funds, monitors and submits financial status reports

related to RCH & HIV AIDS Programme to Senior Programme Officer or

Representative as required.

Self Development

The incumbent is expected to regularly update his/her knowledge on

sector-related technical issues through participation in workshops, network

meetings and self-learning, including study of specialized publications.

Qualifications, Experience and competencies required:

• Advanced university degree in any of the following: Community Medicine, Public

Health or Pediatrics .

• Minimum five years progressively responsible professional work experience in

Reproductive Child Health and HIV/AIDS including field work experience in

project administration, monitoring and evaluation, some at the international

level.

• Fluency in English. Knowledge of local language of the duty station an asset.

• Current knowledge of development issues and policies, as well as programming

policies and procedures in international development cooperation.

• Analytical, negotiating, communication and advocacy skills.

• Technical knowledge

• Drive for Results

• Computer skills, including internet navigation, and various office

applications.

• Demonstrated ability to work in a multicultural environment, and establish

harmonious and effective working relationships, both within and outside the

organization.
