INVITATION FOR PROPOSALS

Title: HIV Positive People’s Network or a CSO to assist with the leadership and development programme for women and girls living with HIV in India

Type of Contract: Contractual Services -NGO

Duration: June – Dec 2010

Place: Chennai/Delhi, India

Background

In December 2009 the UNAIDS Programme and Coordinating Board approved the Operational Plan for the UNAIDS Action Framework: Addressing Women, Girls, Gender Equality and HIV (2010-2014). The Operational Plan assigns specific responsibilities for action to the UNAIDS Cosponsors as well as the Secretariat and UNIFEM. It specifically tasks UNDP to undertake several actions, including “take the lead in the UN Joint Teams on AIDS to support leadership development programmes for women, young women and girls living with

HIV in 30 countries by end-2010 and 20 countries by the end of 2011, due to develop new national AIDS strategies.â€

Following this UNDP at a global level has reviewed and redesigned the Leadership Development Programme to focus on HIV positive women and girls. This programme is designed with women and girls living with HIV at its centre, and the full involvement of other key stakeholders including governments, civil society, the private sector and people living with HIV/AIDS (a strategy note on the programme is attached – see Annex A). In Asia and the Pacific the programmed will be rolled out in 3 countries in 2010 and 1-2 countries in 2011.

Given the strong presence of the positive women’s networks in the country, UNDP will provide assistance to roll out the initiative in India in 2010.

The programme will consist of two separate 3.5 day sessions to be held over 3 months time. The 1st session in India is expected to be held early June and the 2nd session will be held in September-October. Each session will include individual leadership development activities of HIV positive women and girls as well as strategy implementation and goal achievement addressing directly their needs and rights as defined by women and girls.

Participants will be encouraged to focus their breakthrough initiatives/action learning project in the following key areas:

economic security and livelihood opportunities and removing barriers to women’s equal economic empowerment

Support the creation and enforcement of enabling laws and policies to include:

Security of Land, Property and Inheritance rights

Laws to related rights and opportunities in the workplace

Laws and policies to create safe spaces (family, community, institutional level)

Laws against harmful traditional practices and defending/strengthening bodily integrity rights

Family Law: polygamy, marriage, custody

Advocate for integrated services defined for, by and with women that are accessible, of high quality and delivered with dignity.

Stopping violence against women and girls, create safe spaces for them in their families, communities, organizations and countries and foster mobility that is safe, dignified and equitable.

Challenge harmful gender norms and stereotypes and create positive icons for change particularly in:

the media

faith based organizations.

Enhance effective social protection for women and girls coping with the impact of HIV, including the intergenerational impact of the epidemic.

Advocate for increased resources for women and girls and gender equality in the context of HIV (Global Fund, PEPFAR, Bilaterals)

Deepen the understanding of linkages between HIV, gender, human rights and the achievement of the MDGs.

Objectives of the Assignment

UNDP seeks to engage a HIV positive people’s network or a CSO that works closely with positive networks in India who will assist with the selection and facilitate the participation of positive women to be trained under the programme. Selections of participants must be done in close consultation with UNDP, criteria for selecting participants is outlined on Annex B.

Scope of Work

Session 1- Early June - Chennai

· Identify participants –provide a list of participants, including their names, occupations, where they come from and the networks they are affiliated with (if any)

· Arrange their travel

· Arrange accommodation for 5 days in Chennai

· Assist UNDP in the facilitation of the workshop especially in the development of breakthrough initiatives with the participants

Interim period: July-September

· Follow up with participants on the breakthrough initiatives

Session 2- Sept-Oct

· Arrange travel of participants

· Arrange accommodation in Chennai/Delhi (TBD)

· Assist UNDP in facilitating the workshop

Duration of Assignment: June – Dec 2010

Deliverables/Output

1. 2 workshops reports

2. Report on the Break-through initiatives

3. Final Report

Payment Terms

30 % - Upon signing the contract

20% - Upon successful facilitation of the 1st workshop and submission of Report

30% - Prior to the 2nd workshop

20% - Upon successful completion of the 2nd workshop and submission of Final Report

Provision of Monitoring and Progress Control

The work of the NGO will be monitored by UNDP India and UNDP HIV Practice Team leader in Asia and the Pacific.

Qualifications

· A positive peoples’ network or a CSO in India that either exclusively or partly works on addressing issues faced by positive

women

· Ability to engage positive women from national and local level networks

· Previous experiences in handling similar workshop

UNDP is seeking proposals from interested organisations. The proposal may only be a maximum of 6 -8 pages, to include the following:

- Snapshot of your individual/ team/ organisation’s expertise and experience

- Demonstrated experience in conducting similar workshops or training workshops

- Description of methodology of selection of participants

- CVs/snapshots of person/s who will be involved in the assignment

- Proposed activities with time line

- Detailed Budget ( submitted in a separate envelope or in a separate file -if submitting through e- mail clearly marked ‘budget’)

Short-listed agencies may be invited for a presentation to the selection panel.

The individual/organisation shall ensure that

§ Intellectual property rights of all reports, literature, and materials shall remain the property of UNDP.

§ Confidentiality of information arising out of the project is maintained and used only for project purposes. Revelation of data to external agencies/press should be only through UNDP.

§ Key personnel are assigned solely for implementation of this project. Any change will be made in consultation with UNDP.

§ Proper financial and accounting records are maintained.
