Guest guest Posted May 21, 2010 Report Share Posted May 21, 2010 Job Title: MANAGER - ADVOCACY Organization: CARE INDIA Reporting to: CHIEF ADVOCACY AND EXTERNAL RELATION OFFICER Location: NEW DELHI, CISSD ______________________________________________________________________ Job Summary This position will mainly advocate for key development issues of impact populations- namely the poorest and most marginalised groups particularly women and girls- through evidence based strategies and action to the GOI, national and International donors , academia and media. This inititative seeks to influence key stakeholders in policy and policy implemenation related to areas of CARE India's main development experience. The position will analyze policies, generate consensus throughout CARE India and CARE International and develop/implement advocacy strategies. This position will work with senior Progam Managers and decision makers within CARE and other key external organizations and provide the leadership with recommendations and initiative and planned activies to further advocacy efforts. A variety of approaches including seminars, papers, press relations, informal contacts etc. will be developed to communicate and advance CARE’s advocacy messages. While directly reporting to the Chief Operations Officer, this position will be required to work very closely with CARE India SMT, CARE USA and CARE International , the VP of Advocacy in Washington D.C. and the Asia RMU, in seeking to create a bridge to address advocacy issues from the grass root to the global level in a sytematic and sustained way. Responsibilities & Tasks 1.Collect evidences from Programs to support dialogue across national and international forums Ensure that all programs, projects contribute to a Mission level advocacy strategy. Support projects in development of individual advocacy strategies in line with mission level advocacy strategy through research and systematic and in depth Policy and context analysis Collect and share evidence from the field and make the findings presentable, contextual and audience specific in the form of report, case stories, advocacy papers, campaign note, photographs, situational analysis, white papers, publications etc, with various stakeholders Work closely with the CEO, COO and Executive Director – External Relations and other SMT members to help them present the issues of impact population, better across stakeholders and in different fora 2. Work with different national and international stakeholders to form strategic alliances around the core issues of CARE India’s impact population Identify and develop database of different institutions, agencies, networks, forums, allies and stakeholders who can be instrumental in advancing the advocacy strategy of CARE in India, at local, Regional and National levels Maintain separate issue based database of regional and international allies and maintain strategic interactions with them on a regular basis Closely work with CARE USA advocacy unit and signature campaigns to bring about uniformity between advocacy strategies of India and CI Identify and work with critical sub Regional issues such as – migration, disaster mitigation, food security, HIV/AIDS which have cross border implications and impact by building on collaborative linkages formed by the country offices and others in the CARE family around the world and academic and NGO community in India. Develop networks of like-minded organizations and networks in pursuing advocacy goals articulated in CARE strategies. Act as a catalyst to move groups of organizations in addressing policy issues both within India and where appropriate, internationally 3. Support the efforts pertaining to resource generation and business expansion by working closely with the business development and advocacy units of CARE USA and other CARE countries Support the signature programs and other CARE initiatives by providing field stories, evidences of change and drivers of change Work closely with the business development units of CARE missions and especially CARE USA to increase quantum of investments for change in India 4. Continuously strive for sharing and learning and establish an institutional mechanism across CARE projects (nationally and internationally) and with different institutions Continuously strive to learn different models of change from other CARE countries and non CARE experiences Develop process documents, positions papers and advocacy toolkits to share with different countries within and outside of CARE Establish a global sharing and learning mechanism with support from CARE USA and ARMU 5. Take active lead in Policy and Institutional advocacy and positioning CARE as a cutting edge Indian organization Analyze key policies and positions of the GOI and State governments Provide facilitative leadership to ensure that the strategy remains consistent and relevant to the evolving policy environment in India Develop and execute media and public relations strategy to support advocacy effort Represent CARE at public relations and media events, public forums, think tanks, testimonies Aggressively work with different organizations, institutions and state players who are involved in political advocacy across the issues of CARE’s impact population Define key positions the organization should take onlocal, Regional and global issues related to India and on which CARE has experience and credibility in addressing, with the close collaboration of concerned state office, SMT, the regional management unit, and public relations/media etc. Advocate directly with senior policy makers in Government of India, donors, UN, and other policy making bodies. Responsible for mobilizing senior members of CARE India, CARE USA and CARE International to directly advocate with appropriate bodies/officials. 6. Coordinate with different program units across CARE to collect evidences and for dissemination and sharing of learning Provide inputs into decisions on program and program support department’s management and Country Office (CO) level issues in strategic areas of functional responsibility. Promote and support the Mission/State Offices developing initiatives, guidelines and/or suggested directive in policy changes at the GOI/State levels to strengthen operational connectivity of CARE’s projects to Govt. projects/programs/schemes. Provide guidelines and support to all Sectors/States in their partnership development activities with Govt. Working Conditions Based In New Delhi with 25% field travel necessity. 1 direct report Financial authority as per the organization Authorized Signatory List 2 Year contract to begin with. Qualifications Education: Masters degree in Social Sciences or any other equivalent Masters Degree Experience: Minimum 8 years of experience in development, with specific experience in research studies, problem analysis, advocacy, campaigning and networking, PR and communication. A strong and demonstrated track record of articles written, edited published with wide media contacts would be an added plus Languages: Fluency in English (both verbal and written), Hindi and any other regional language would be an added advantage Competencies Professional qualities: A high level of analytical and conceptual skills and strong communication skills. Understanding of issues related to the social, economic and political context of poverty, and governance. Familiarity with word processing and database applications also is important. Computer skills are vital Ability to plan organize a substantial workload that includes complex, diverse task and responsibilities. Personal Attributes High level of integrity coupled with sound judgment Should be mature, creative, highly motivated, resistant to stress, flexible, and decisive. The ability to communicate persuasively, both orally and in writing, with other managers, staff, and the public is vital.
