Background

Under the guidance and direct supervision of the Head, HIV and Development Unit,

the Programme Analyst is responsible for technical and programmatic support for

all programmes/projects managed by HIV and Development Unit. Programme Analyst

analyzes political, social and economic trends and leads formulation, management

and evaluation of programme activities within his/her portfolio and provides

policy advice where needed.

 

The Programme Analyst coordinates activities of the projects’ staff and works

in close collaboration with other programme and operations team in UNDP,

programme staff in other UN Agencies, programme related Government officials,

technical advisors and experts, HIV focal persons in the multi-lateral and

bi-lateral donor agencies and civil society ensuring successful UNDP programme

implementation

 

The Programme Analysts functions as a Deputy to the Head of the HIV &

Development Unit and is expected to perform the following functions in a manner

that the work has an impact on the success of HIV and AIDS programme of the

country programme. This implies impacting the programme/project design and

implementation, creation of strategic partnerships as well as reaching resource

mobilization targets

Functions / Key Results Expected

Duties and Responsibilities:-

Ensure implementation of programme strategies by focusing on:

Through analysis and research of the political, social and economic situation in

the country to provide substantive inputs to Common Country Assessment (CCA),

United Nations Development Assistance Framework (UNDAF), Country Programme

Document (CPD), Country Programme Action Plan (CPAP) and other documents.

Identification of areas for support and interventions for Mainstreaming HIV and

addressing vulnerabilities of marginalized groups including sexual minorities,

migrants and people living with HIV.

Ensuring alignment and compliance with UNDP strategic planning and results

framework such as the ERMB

Ensuring engendered response to HIV in projects being handled by the Unit

Developing monitoring and evaluation indicators for the programme/s in the HIV &

Development unit.

Undertaking reviews and preparing results reporting in line with country

office/corporate requirements and procedures

 

Ensure effective management of the programme/s within the HIV &   Development

Unit by focusing on quality control from formulation to implementation through:

 

Effective application of Result Management Guide (RBM) tools, establishment of

management targets and monitoring achievement of results.

Design and formulation of CO programme including results resource framework,

communications and monitoring plan, translating UNDP’s priorities into local

interventions.

Coordination of programme implementation with the implementing and responsible

partners. Identification and introduction of performance indicators/ success

criteria, cost recovery, targets and milestones.

Working closely with other programme units in the Country Office on convergence

and integration of HIV issues in country programme areas

Initiation of a project, presentation of the project to Local Programme

Appraisal Committee (LPAC) , finalization of contribution agreement;

determination of required revisions; coordination of the mandatory and budget

re-phasing exercises, closure of projects through review

Perform functions of Manager Level 1 in Atlas for POs and vouchers approval,

participates in recruitment processes for projects.

Plan, design, formulate and coordinate necessary approvals for programme and

project management.

Establish programme and project management arrangements in line with Result

Management Guide (RMG).

Be responsible for programme and project management in Atlas project management

module including resource planning, reviewing/updating logs, C & M plan, quality

planning, Annual Work Plans(AWPs) etc.

Be responsible for programme and project reviews, as mandated.

Ensure appropriate closure of projects in line with RMG with proper follow up

action plan and lessons learnt documentation.

Be responsible for proper control and maintenance of financial management

systems of the programme in Atlas.

Support management and/or supervision of project team/staff, as required.

To build capacities of professionalism, integrity and UN values such as freedom

from prejudices for partners,

Financial and substantive monitoring and evaluation of the projects,

identification of operational and financial problems, development of solutions.

Support audit of projects and be responsible for follow up action plan.

Evaluation of the programme impact. Monitoring and analysis of the programme

environment, timely readjustments in portfolio.

Support creation of strategic partnerships and implementation of the resource

mobilization strategy through:

 

Exploring and creating new partnerships with donors, Civil Society Organisation,

Private Sector, and research institutions.

Undertaking capacity assessment of partners and define need for project support

services.

Acting as resource person for capacity building and training programmes

organised by partners.

Designing and coordinating relevant stakeholder consultations, workshops and

conferences.

Development of partnerships with the UN Agencies, International Financial

Institutions (IFI’s), government institutions, bi-lateral and multi-lateral

donors, private sector, civil society in HIV area based on strategic goals of

UNDP, country needs and donors’ priorities.

Analysis and research of information on donors, preparation of substantive

briefs on possible areas of cooperation, identification of opportunities for

initiation of new projects (in consultation with partners).

Active contribution to the overall office effort in resource mobilization.

 

Ensure provision of top quality policy advice services to the Government and

facilitation of knowledge building and management through:

 

Keeping abreast of the developments in the field in the country as well as

outside and advice the Head HIV and Development Unit in incorporating these in

the UNDP support.

Identification and synthesis of best practices and lessons learnt directly

linked to programme country policy goals.

Sound contributions to knowledge networks and communities of practice.

Translating learning from programmes into material that can be shared on KM

networks as well as participate in such networks for knowledge sharing.

Supporting development of policies and institutions in collaboration with the

Government, civil society and other strategic partners.

Recruitment Qualifications

 

Education:

 

Master’s Degree or equivalent in Business Administration, Public

Administration, Economics, Political Sciences, Social Sciences or related field.

 

Experience:

 

Minimum of 3 years of post Master’s relevant experience at the national or

international level in providing management advisory services, hands-on

experience in design, monitoring and evaluation of development projects.

Experience in the usage of computers and office software packages, experience in

handling of web based management systems.

 

Language Requirements:

Fluency in English Working knowledge of Hindi and/or any other Indian language

is desirable.
