Guest guest Posted August 3, 2010 Report Share Posted August 3, 2010 India HIV/AIDS Alliance invites talented professionals to join our team in Delhi Programme Manager (Full-time) Introduction: Established in 1999, the India HIV/AIDS Alliance comprises a Secretariat in New Delhi, five lead partner organisations (the Linking Organisations within the global Alliance) and their networks of over 100 community-based non-governmental organizations (NGOs) and community-based organisations (CBOs) across Andhra Pradesh, Tamil Nadu and Maharashtra states, and a state partner in Manipur. The Alliance in India has supported over 120 community-based projects through its NGO and CBO partners to prevent HIV infection; improve access to HIV treatment, care and support; and lessen the impact of HIV. The last including reducing stigma and discrimination, particularly among the most vulnerable and marginalised communities key to the epidemic ¡V sex workers, men who have sex with men (MSM), injecting drug users (IDUs) and adults and children living with and/or affected by HIV. Summary of responsibilities: The Programme Manager will be primarily responsible for the programmatic implementation of the Global Fund-supported Round 9 project of India HIV/AIDS Alliance and six NGO consortium partners with the MSM, Transgender and Hijra communities. The project entails development and strengthening of 200 CBOs across 17 states in India to reach almost 500,000 targeted individuals with HIV messages and services over a period of five years. The Programme Manager will thus be responsible for managing and providing programmatic, technical and organisational development guidance and support within Alliance India as the principal recipient and to the six NGO consortium partners, their programmes and implementing partners; supporting and managing programme development and capacity building; promoting innovation and documentation of good practice in HIV/AIDS programming for MSM, TG and Hijiras and other vulnerable populations; and, actively representing and contributing to planning and policy work on behalf of Alliance India and its partner NGOs. The Programme Manager, will be an active member of the middle management, taking autonomous responsibility for the results of his/her team, supporting senior management team in ensuring the overall welfare and success of Alliance India, managing task forces and working groups, and participating actively in management meetings, to support senior management team on improving organisational effectiveness. S/he will also be responsible for managing four or more Programme Officers, including inputting to recruitment, appraisal and personal development support. Key Responsibilities: Programme Management & Development „X Lead, support and manage the development and implementation of programme implementation plans and budgets including the implementing partners. „X Contribute to the development and implementation of effective monitoring, review and evaluation strategies and activities for the programme against agreed project deliverables. „X Work with other members of the organisation, especially those working on M & E and knowledge management, to liaise with partner NGOs in preparing and submitting programme and other reports on a timely basis, as required, for internal and external use. „X Review, analyse and provide timely feedback on programme reports and other documents relating to programmes and partner NGOs. „X Analyse and document the progress, impact, challenges and lessons learned of programmes. „X Maintain effective relationships between Alliance India programmatic and financial staff. „X In conjunction with Director: Programmes & Policy identify emerging programme areas and undertake new programme development, including the development of concept notes and project/programme proposals. „X Contribute to operational research related to various programmes being implemented by Alliance India. „X Contribute to the development of tools and resources for use by Alliance India and their partners in prevention programming. „X Compile information in various programmes being undertaken by Alliance India, especially in prevention related areas, including reviewing workshop reports, participating in visit de-briefs, and extracting information from quarterly reports and review and re-planning reports. Capacity Building and Technical Support to Alliance India Partners for the Global Fund supported Round 9 Project „X Lead and contribute to the Alliance India¡¦s technical capacity to address the needs of vulnerable MSM, TG and Hijras communities. „X Assess the programmatic, organisational and technical support needs of programmes, lead partner NGOs and their implementing NGOs. „X Identify and develop capacity building plans for needs identified that particular entails community mobilisation, CBO formation and functioning „X Develop clear programme guidelines as well as assist in the development of capacity building packages for the partners as well as CBOs. „X Directly provide and facilitate the delivery of technical assistance and capacity building support for strengthening the programme and organisational development of partner NGOs. „X In collaboration with the Finance & Administration team review partner financial systems and procedures and facilitate specific technical support in areas including overall programme budgeting, financial management, internal control systems and grants management. „X Identify, procure and manage any relevant external technical support that may be required for the programme and partner NGOs. „X Monitor, review and evaluate the progress and impact of capacity building programmes. „X In close consultation with the Director: Programmes, provide support to partner NGOs in resource mobilisation through development, design and planning of new concept notes and proposals. Team Planning & Development „X Contribute to the planning, co-ordination and implementation of the overall Alliance India work plan and the related Programme team work plans. „X In collaboration with Director: Programmes and Policy develop strategic direction and work plans (as appropriate) for the GFATM Round 9 project in particular but also various other programmes being implemented by Alliance India, especially prevention programming. „X Work closely with other members of the Programme team to develop and implement appropriate programme and technical support strategies. „X Contribute to Alliance India organisational strategic planning processes. „X Lead the team, through continuous encouragement, setting clear work /activity plans and close monitoring on the quality aspects of the deliverability through a lead by example approach. External Relationship & Development „X Work closely with the Country Director: India and Director: Programmes & Policy to establish maintain and strengthen effective relationships between Alliance India and external institutions involved in HIV/AIDS programmes, in particular those institutions working in prevention, including key Government agencies, donor agencies, NGO/civil society partners and research institutions. „X Participate, as requested by the Country Director: India and/or Director Programmes & Policy, in relevant external committees, partnerships and consortia, which involve Alliance India as members. „X In close consultation with the Policy Team, identify key advocacy issues at the state and national levels, and where necessary provide support to partner NGOs, especially state level principal partner NGOs, to develop and implement effective advocacy strategies and activities. „X Contribute programme learning to Alliance India communications and knowledge management initiatives, ensuring the communication of best practice recommendations about prevention related issues are promoted within Alliance India and to external organisations. „X Where possible collaborate in research initiatives into prevention with other Alliance programmes and/or external organisations. This may include operations research projects and multi-sectoral seminars to share experiences. Essential requirements: „X Master¡¦s degree in social sciences, health or development field (or equivalent) „X At least 6 to 8 years of relevant project management experience in the health or development sectors, including at least 3 years¡¦ middle management experience. „X At least 5 years working in HIV prevention programmes, including experience working with MSM/TG/Hijra populations „X Demonstrated knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to MSM/TG/Hijra populations and other vulnerable populations. „X Demonstrated knowledge and understanding of donor environment, donor relations and donor M & E and reporting systems „X Demonstrated experience of project proposal development and budget preparation „X Excellent analytical, writing and verbal communication skills. „X Experience of working with multiple stakeholders in civil society and the government at different levels „X Experience of providing technical support to and capacity building of organisations, especially those working at the community or grassroots level. „X Ability to work effectively in teams as well as independently. „X Ability and willingness to undertake extensive travel, primarily within India. „X Strong commitment to HIV/AIDS and sexual and reproductive health and rights. „X Fluent in English and Hindi.
