As per the national guidelines, and TI NGO operational guidelines, the TI NGO is supposed to extend the some of the basic services and activities like; a) regular contact (meeting the client twice in a month) Referral to treatment and Regular medical check up c) risk assessment d) condom promotion e) periodic hot spot analysis. But the reality is that there is a big gap in provision of these basic services to the target community. Monitoring and evaluation of the TI programs needs to be strengthened. Hope NACO and TNSACS does something about this at the earliest. specifically in Tamilnadu, APAC, TAI and TANSACS managed districts are there and so there is no uniformity in the service delivery and each one functions in their own style. Also the donors should monitor the staff attrition and device some ongoing capacity building plans. Otherwise as Dr. Maya says some X or Y without knowing the issues of the at-risk-population will handle the project activities and will hamper the whole idea of TI programs. Being worked in TN for more than 3 years , I can say produly that working in tamilnadu in the field of HIV/AIDS will give you a platform for Learning , Implementing programmes in innovative way which has shown the way to the NACP III. TN is the first state in teh country identified the problem of duplication of data and services and came up with demarkation of districts. The other states are now in planning and developing the district demarkation TN has sucessfully implemeting from 2007. You have raised a point that three lead partners are working in TN and there is no uniformity amongst them . The point is three lead Partners are working with three different donors and every donor has its own specific reguklarizations. Ex. USAID doesnt support procurement where as SACS does it .
