Guest guest Posted July 30, 2010 Report Share Posted July 30, 2010 Dear Forum, We would like to bring your kind attention to, and highlight the fact to the forum and international body, who provides HIV/AIDS funding for India, that we feel NACO's efforts are a waste and failure in many aspect of responding to HIV/AIDS. This is based on our experience at the ground level Huge money has been spent by NACO on unnecessary things, like on TSU, IEC, Condom Winding Machines many are lying unused condition, were crores of rupees has been spent and SACS administered cost, which is more than service delivery for PLHAs and other programs. For an instances: 800 PLHAs enrol for ART treatment till the date, but the budget allocation is made 18 to 25 lacks to run the one single ART Centre, is it worth and justified? Many vacancy created at SACS level unnecessary for silly jobs, paying huge salary who just time pass and spent the day at SACS office. Many of them are regular staff from local government body, who withdraw salary from SACS as well from local government body. The person deputed there with the influence of either local ministers or particular departments with the commissions. The regular staff at SACS, taking advantage of the position and job security being a government servant, keep manipulating day-by-day. Not one single PLHA is appointed at the senior level post of SACS. There is no involvement of the civil society as PLHAs groups in any of its day-to-day affairs or decision making. In the paper it is everything and NACO gives commitment to donor and funding agencies based on the paper works, but practically not at all happening. It is known fact that NACO do not want to empower PLHA’s and keep continue disempowering PLHA’s on any aspect of service delivery to decision making related to access to treatment, care and support. SIXTH PAY and ransomed salary is applicable to the SACS staff, for doing nothing who just spent the day at office. And PLHAs, who are committed to cause and involved in the field with the sun and dust without caring own health to tender services to provide care and support, is getting salary like street workers Rs. 3000/-, and half of the salary spent for travelling. We feel harassed and injustice from the NACO, will donor and funding agencies open their eyes on these issues and misuse?. However, in paper everything is changing but not practically, people are dying prematurely for the various reasons, HIV is spreading and stigma & discrimination is strongly continuing to affect individuals. We appeal to donor and funding agencies to better stop the funding or channelize through some other mode, if it is not benefiting to real beneficiary or let us we run the business of NACO and let NACO move out. PLHAs are only getting benefit that is ART, which is costing in todays date Rs. 250-, may be less, but NACO spent more than Rs. 5000/-per head. We have also experiencing day to day that PLHAs on ART treatment dyeing, due to the non-manageable conditions, like nutritional and other social economic condition. People don’t have food to eat one time meal, how it will be possible to manage the treatment with nutrition. Where is the success of ART roll out and care and support? It is only appeared in the papers of NACOs. Many TI programs are fakes and real only in papers. Huge amount is spent on TIs to prevent HIV/AIDS, but the real prevention are not given much important and forgotten, which happen with PLHAs. Resulting to spread further HIV/AIDS, due to wrong methodology of TI. Behaviour Change and prevention models are all wasted, earlier it was worth, now many people are aware about HIV/AIDS. Real Behaviour Change and intervention has to be done with those who are already tested HIV+VE. HIV/AIDS is not spreading from contaminated sky. It is spreading from the person who is already HIV+ve to HIV-ve. But NACO want to concentrate on those who are HIV-ve. How the HIV will spread from an HIV negative person. Is it not a fooling policy? NACO has created such policy that can only benefit professionals through the TI Programs and SACS are middle brokers who continue playing games with the life of innocence PLHAs and manipulate for their money making business. Finally, NACO's wasted policy is to kill PLHAs and spread HIV/AIDS and in addition to this, continue their money making business on the cost of PLHAs. We will continue writing our experiences repeatedly on various issues affecting our HIV/AIDS citizens, till NACO change its mind set and tender justice and fair treatment to PLHAs groups in India . Henceforth, hope various international bodies, donor and funding agencies, who provides HIV/AIDS funding to India are listening and will open their eyes further, witnessing these experiences and narrations.
