United Nations Children's Fund (UNICEF), the world's leading organization working for the rights of children, invites applications for the following position: HIV AIDS SPECIALIST (JOBE CODE: UNHIV) Location: Hyderabad Closing Date: 11 August 2010 Purpose of the post: Under the guidance of the Chief of Field Office (L4), and working closely with the UNICEF Education, Health & Nutrition, Communication for Development, Child Protection and SSPPME Specialists, the Staff Member (SM) will be responsible for facilitating and influencing State Government's policy and strategies and for designing, implementing, monitoring and evaluating the UNICEF supported HIV programme in the States of Andhra Pradesh and Karnataka. The Staff Member is based in the Hyderabad Field Office for the States of Andhra Pradesh and Karnataka, She/he works at both the State and District level with the State Government, District and Mandals Administration Officials as well with NGOs and communities representative. She/he also takes sector specific guidance from the HIV Section at Delhi. Major Duties and Responsibilities:- 1. Influencing Policy and strategies : Analyses and recommends policies, strategies for comprehensive services for Women, Children and Young People and for improving efficiency and cost effectiveness of HIV related interventions. 2. Programme Development and Implementation : Contributes to the preparation of Situation Analysis by compiling data, analyzing and evaluating information, and developing state specific programme delivery strategies that contributes to national results. Designs, prepares, implements, monitors and evaluates UNICEF assisted HIV programme. Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme objectives. Enable concurrent monitoring and reporting on performance indicators of Government flagship programmes related to children and HIV. Provides technical advice and assistance to government officials and other partners in the planning and management of programme/project. Writes programme/project inputs for donor proposals, donor reports and other statutory reports required for programme management. 3. Building Partnerships : Convene and establish partnerships with government, civil society and private sector organization working on issues around children, particularly in the area of HIV and sectors impacted by HIV to facilitate scale up, leverage resources and harmonize inputs. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation 4. Monitoring, Evaluation and Knowledge management :Support government to institute mechanisms to monitor State HIV programmes, build evidence for policy change and scale up. Identifies necessary action for programme adjustments and resource allocation. Support Government and the UNICEF Field Office to establish mechanisms to manage knowledge on children and AIDS and ensure easy access to information by all relevant stakeholders. 5. Inter-sectoral collaboration : Promotes and provides strategic framework for intersectoral convergence in the planning and implementation of related HIV interventions for the prevention, care and treatment of HIV among children 6. Management of supplies, cash Assistance and procurement of services With support from the Programme Assistant, Operations and Supply staff manage all the HIV programme related supply and procurement of services.
