mouthing things- positive negative

I remember reading someones post a few weeks back about this issue.  My son is

sucking his fingers, putting his mouth on things, my skin...  I think someone

said that this is actually a " negative positive " side effect.  ...Something to

do with peripheral nerves coming back??  Does anyone know about this?  Or can

anyone tell me more details?
