Duties and responsibilities: • Under the overall supervision of the UNODC Representative for South Asia and the technical guidance of the HIV/AIDS Unit at UNODC Headquarters, the HIV/AIDS Expert will be responsible for building support, providing advice and leveraging resources in countries in South Asia for UNODC's ongoing and future programmes on HIV/AIDS in South Asia in collaboration with the UNODC project team and in line with the overall programme priorities of the regional office. The focus of this post is to provide on-going technical guidance and policy advice to the government/s; to lead and direct the development, implementation and evaluation of UNODC HIV/AIDS key policy programmatic areas, namely HIV/AIDS prevention and care related to (a) drug dependence, particularly injecting drug use ( prison settings and © the trafficking in human beings. More specifically, the incumbent will: • Elaborate situation assessments on the HIV/AIDS situation in the three key areas and policy documents on effective strategies for the national HIV/AIDS policy as required by the Governments • Work collaboratively with the Governments in building national capacities for enhanced policy development, coordination, sound monitoring and evaluation with regard to HIV/AIDS prevention and care in those key areas. • Explore, identify and develop programme/grant proposals, including the Global Fund and International Financial Institutions and others in line with UNODC's thematic and geographic priorities in the region with a focus to increasing UNODC cooperation in all its three key policy areas. • Participates actively as a resource person in advocacy meetings, round-tables, training workshops and other meetings related to specific HIV/AIDS issues as well as in technical working groups, inter-agency task forces, UN theme groups on HIV/AIDS, CCA, UNDAF and other relevant forums, in line with the HIV/AIDS mandate. • Works collaboratively and proactively with UNAIDS as well as with other cosponsors on issues related to the prevention and care of HIV/AIDS in the UNODC key areas; • Reviews, analyzes, and evaluates technical and project reports and other relevant materials on the state of the art of prevention and care of HIV/AIDS in the key areas and prepares respective extracts, summaries and reports for the dissemination of good practices. • Prepares documents and reports, both for internal and external use, including for the Government and donors. • Undertakes such other relevant duties as assigned by the UNODC Representative or his/her designees. Shares credit for team accomplishments and accepts joint responsibility for team shortcomings. Qualifications • Advanced university degree in public health, sociology or other related areas. Experience • A minimum of 7 years of professional experience at the national level in managing HIV/AIDS prevention and care programmes among injecting drug users, in prison settings and as it relates to the trafficking in human beings. • Professional experience of working with multilateral / bilateral agency on substance use and HIV-related programming issues, especially with reference to risk-reduction strategies (including among injecting drug users). • Proven experience in analysis, documentation, advocacy and resource mobilization in these areas. • Experience in leading staff and managing performance • Strong interpersonal skills, incl. excellent oral and written communication, team and networking skills • Excellent writing skills in English and computer literacy Please apply online by visiting http://www.undp.org.in Quote Link to comment Share on other sites More sharing options...
