Background: Naz Foundation International (NFI) is an international development agency headquartered in the UK, with its South Asia programme office based in Lucknow, India, where it implements a regional programme of technical and institutional assistance to support its South Asia country partners to strengthen their capacity to support locally-based MSM and HIV and sexual health interventions in their countries. As a Consortium response to the sexual health needs of MSM and hijras in South Asia (PSI Nepal, UNDP, NFI, and its four country partners), a South Asia multi-country regional proposal submitted to the GFATM was successful. Countries engaged in this project will be Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. NFI, as a sub-recipient (SR) of this project, where PSI Nepal will be the principal recipient (PR), will be responsible for implementing the range of MSM/hijra technical assistance and support to the different countries through a process of Community strengthening, reducing vulnerability, and minimising risk of the further spread of HIV for men who have sex with men and transgender populations in South Asia. NFI Regional Office is now seeking to secure staff to implement this project. Position Description: The Regional Project Director (GFATM) will be responsible for the management of the NFI GFATM Regional Project, and the staff engaged, to ensure that its activities are carried out in accordance with established specifications, schedules, and budgets. The Regional Project Director (GFATM) coordinates interdepartmental functions in order to minimize delays; meet with project team members on a regular basis to review project status and plan future actions. The Regional Project Director (GFATM) will also serve as a liaison between all departments to ensure cooperation and collaboration in meeting project deliverables. The Regional Project Director (GFATM) provides leadership and technical oversight of implementation and is responsible for on going monitoring and evaluation of project activities, identification of potential problems, informing project implementers/management and formulating plans for alternate actions when necessary. The Regional Project Director (in conjunction with the Government Liaison Consultant) is also responsible for coordination and representative duties with government bodies, NGOs and other partners, and key stakeholders. The Regional Project Director will also maintain the strategic vision of the project Summary of responsibilities • Provide leadership, support and manage the development and implementation of the South Asia Regional MSM/hijra community strengthening project. • Contribute to the development and implementation of effective monitoring, review and evaluation of strategies and activities against project deliverables. • Work with other members of the organisation, especially those engaged in M & E, knowledge management and training to liaise with country partners in submitting project and other reports on a timely basis for external and internal use. • Review, analyse and provide timely feedback on project reports and other reports. • Analyse and document progress, impact, challenges and lessons learned of programmes. • Work closely with the Chief Executive's office and the NFI Secretariat in overall development of the project. • Contribute to operational research as a part of the GFATM supported project. • Manage and provide support to the GFATM project team, that includes Administration, Finance, Knowledge Management, Technical Support, Training, M & E and Advocacy • Work closely with NFI's country partners to ensure its objectives, and that of the GFATM project are being met. Skills and qualifications required: • Proven knowledge and experience of working with MSM, hijra and sexual health issues in South Asia • MBA preferred in social sciences, health or development • Minimum 5 years experience of working in HIV prevention, with 3 years of project management experience. • Demonstrable leadership skills • Exceptional programme management experience and skills, along with knowledge and understanding of donor M & E and reporting systems. • Demonstrated experience of project proposal development and preparation. • Ability to represent NFI at the highest levels of government and partner organizations, along with international institutions • Considerable flexibility of methods required to achieve project goals. • Understanding interdepartmental functions as essential to ensure that project schedules and objectives are met. • Considerable planning and time management skills are required. • Ability to multi-task is essential. • Requires both administrative and project management knowledge and skills. • The ability to work independently and be a self-starter. • Originality and initiative are important as well as the ability to work under time constraints and pressure. • Exceptional people skills. • Enthusiasm and a desire to make a positive impact as a team leader and team player. • Excellent analytical, written/oral English language skills and proficient in computer skills, including MicroSoft Office and Macintosh programmes.
