I would like to thank you for taking this opportunity to introduce about TNNP+ and its activities. And also I like to share with you about the Villupuram DIC and its problem which was created by Tamilnadu State AIDS Control Society (TNSACS) The Tamil Nadu Networking with people living with HIV/AIDS (TNNP+) is a membership network of people living with HIV/AIDS involved in empowering and improving the quality of life of all People living with HIV/AIDS (PLHIV) in Tamil Nadu. This organization was established in 2005 with the initiative of 15 People living with HIV/AIDS. Its team which comprises mainly of PLHIV advocates a non-conventional approach, one designed to access care, treatment and support from the community. TNNP+ is one among the positive network determined to work for PLHIV’s in a concerted effort to cut delays and speed the pace of progress in PLHIV getting the best of care and treatment. From its inception, TNNP+ has held firm to a philosophy that it will take a concerted combination of Advocacy, service delivery and capacity building as well as commitment, compassion and a sense of community to wage an effective war against the effects of HIV/ AIDS for PLHIV. TNNP+ formed 30 District Level Network (DLN) that lies across Tamilnadu as well the entire district level network have been working under TNNP+ and providing the services for the PLHIV through various funding from Govt (Tamilnadu State AIDS Control Society (TNSACS) and Private sector which the Indian network of People Living with HIV/ADIS (INP+) and other private agencies. We support about 1, 00,000 PLHIV and their 8, 00,000 family members within the state. Meanwhile, on 7th May, 2010, on behalf of PLHIV and its network, we TNNP+ had a DHARNA to obtain the available services from TANSACS. These requirements to point out during the DHARNA: 1. Obtain the Second line drug in all District govt head quarters hospitals. 2. Establish the welfare board for PLHIV 3. Make accessible the OI drugs in all District’s govt hospitals without delay 4. Need appointing the Project Director, TNSACS who have the adequate knowledge and experience on HIV/AIDS & Health. In end of the DHARNA, It was brought up to the knowledge of, Hon’ble Health Minister and he called us to inquire to the secretariat office. Then, we met the Minister and put forwarded our recommendation in front of his view. After one hour discussion, he considered and assured us to accomplish soon the recommendation which we requested. But, nowadays the decision of TANSACS is not favorable to us in all matters; Due to that DHARNA, Thiru. xxxx, Project Director, DD (CCC & DIC) and few staffs of TNSACS are revenging the PLHIV networks and its key members who were took part in DHARNA. At present, TNSACS have started their very first revenging on Villupuram network and enthusiastic to terminate the Villupuram DIC which is functioning by one of our PLHIV network. Because, myself who were guided and took part the major role during the DHRNA as well who is key responsible person for the Villupuram PLHIV network. Mr. Nanthakumar, TNSACS created the complaint letter through his fidelity who is working against for Villupuram network and he gave the petition against me to Villupuram Police station. And he has forced the Superintend of Police (SP – Villupuram) to arrest me at once. With regard to this, the Cyber crime police called me and asked to submit all the relevant documents for this case. After the investigation, they make sure that I have no any allegation. But, TNSACS is yet forcing continuously the Superintend of Police (SP – Villupuram) to arrest me immediately. I could understood, they have started to revenge every one who were took part in the DHARNA. We wish to say, we, the PLHIVs are infecting physically and psychologically by HIV/AIDS. We have larger soreness while we think about the revenges of TNSACS and its staffs. We, the PLHIVs well known, the Tamilnadu Govt is providing many benefits to offer the quality life for PLHIVs. But, TNSACS is creating the problems between the NGOs and positive networks and getting the happiness through our pain On behalf of TNNP+, I humble request you to involve on above said things and solve this problem soon and to do the favor for Public and PLHIVs. All the Positive networks are established and its goal to raise the voice for People Living with HIV/AIDS. When raising voice for the rights of PLHIVs Mr. Nandhakumar became a Scape Goat and the same has been done for other PLHIVs network for several reason from TANSACS key officials. TANSACS Deputy director of CCC/DIC has been misusing his power of job and he is making politics to destroy the District level PLHIVs network in Tamil nadu. Why because, he didn't like betterment and empower of PLHIVs networks and also there is no any one of the personal benifit from the PLHIVs networks towards him. For the above mentioned problem Mr. Nandhakumar, President of Villupuram DLN raises the questions and voice against the Deputy director, TANSACS. So the deputy director gave a false allogation towards Mr. Nandhakumar, Villupuram to destroy his services towards PLHIVs. This is the main reason the deputy director thought to destroy Mr. Nandhakumar, President of Vilupuram DLN. Other then that on 7th May, 2010, on behalf of PLHIV and its network, Mr. Nandhakumar had raise the voice in DHARNA to obtain the available services from TANSACS. Is it wrong? then dont we need to get rights and need of PLHIVs? If the PLHIVs representatives rice the voices towards the welfare of PLHIVs, it will presents positive sollution from Higher officials. But TANSACS key officials wants to take revange and destroy when raising voice for the rights of PLHIVs Mr. Nandhakumar, Villupuram. And main objectives of TANSACS have to eradicate the stigma and discrimination of PLHIVs in the community level. In spite all the issues against TANSACS community activist has been harassed and for advocating for the rights of PLHIVs. But some of TANSACS key officials has been creating stigma and discrimination towards the PLHIVs. They why should we need these kind of Key officials in TANSACS? The TANSACS Project Director is not interested to involve PLHIVs community in any of the programme in Tamil Nadu and he ignore GIPA Henceforth we humbly request the AIDS INDIA forum members to provide your valuable support, commends towards PLHIVs community and punish who are misusing their power of Key officials in TANSACS. We can understand your problem because this also true that WBSAPSC is also doing the same thing with us. Time has come for the fighting aaginst the violence like this. These kind of discrimination is increasing day by day and NACO is doing anything. We informed many-many times to NACO and WBSAPCS also but still there is no response from them. You continue with you work, we are with you. If possible we can together fight against it. WBSAPCS is not at all doing anything because they have taken Royalty from a network in Bengal of MSM only. They have very good personal relation with some NGOs and MSM network so, they are creating problem for us which make them happy internally. Their psychology is like that whenever we feel pain they feel relax and happy too. Please go ahead and we are also going to do it soon. Hope we can do something together soon with others victims. But at the same time Yard sticks to be similar for all implementors and programs. I understand Villupuram DIC is discontinued because of some issues. Can TANSACS take similar actions on the following indicators in the same and other districts of Tamilnadu. 1. How many CCC are functioning as per national protocol? Is there any monitoring done by TANSACS? 2. Has TANSACS ever monitored and taken action on the referral of HRG from TI NGO to ICTC 3. What percentage of Not ART PLHA are being regularly followed up and by whom - what is the mechanism for that? Who in TANSACS is responsible for this? 4. Whether all ICTC has 3 Kits for testing? Who is responsible for this at TANSACS? 5. What is the referral from Link workers program to ICTC or to TI NGO? Is there a state data available? can it be shared in this forum. If TANSACS decides to take action on erring people, then some internal monitoring at TANSACS level also should happen and actions should be taken. Otherwise this Villupuram incident will be seen as a biased one only, as there is lot of gap in TANSACS activities when compared to National protocols. Dr. S.
