And people on the forum are claiming HIV programme in India grand success and a model to be followed by other programmes! I think HIV programme in India need a scrutiny by an independent agency/panel. Only then we shall know the patronising gang of NACO, UN bodies, Bilaterals and Foundations and even GFATM have played a game to tame people, silence them, buy genuine people over, kill CSOs and ignore voices which talk of discipline, and transparency and accountability. ILOs is no exception. Just randon check any agency that has been " supported " by the gang. Monies laundered, paper presented in Int conferences, training held in exotic places, beautiful elegant publications done and visitors awarded and that's it. Let us have an accountability conference of the monies and efforts put in by UN bodies, Bilaterals and Foundations and NACO looked at by an independent panel? Let us ask for some transparency. NACO funded care centres are supposed to be 'Referral centres', not 'Comprehensive care centres', making PLHA running from " Pillar to Post " is a mandate according to guidelines.
