AVAHAN, NACO asked to clarify stand

DIMAPUR, JUN 5 (EMN): Reacting to the rejoinder issued by Project ORCHID, the

State Drug Users' bodies, which had earlier questioned a move to initiate

mandatory 100% HIV testing, said the core issue has not been clarified while

also demanding that AVAHAN and NACO should make their stand clear on the matter.

In a statement issued today, the North East India Drug Users' Forum (NEIDUF),

Nagaland Users' Network (NUN), Kohima Users' Network (KUN) and Network of Naga

People Living with HIV/AIDS, (NNP+) said the rejoinder has not clarified the

core issue of the 100% HIV mandatory testing. It pointed out that an official

mail from Project ORCHID (dated May 11) had said that `Both AVAHAN and NACO have

made mandatory that 100% of the HRGs (Core target group) have to be tested

annually' and had requested their Partner NGOs to give suggestions to achieve

100% HIV testing.

While categorically asking Project ORCHID to clarify this official directive,

the NGOs also demanded that AVAHAN and NACO should make their stand clear on

whether they stand by the ORCHID statement or `they are abusing your good

office's name to pressurise their NGOs to achieve their selfish objective'.

Further pointing out that this issue has been in the e-forum of Asian Network of

People who Use Drug (ANPUD, e-group) for quite sometime and that AVAHAN and NACO

are fully aware of this sensitive and unrealistic agenda, the statement

expressed the drug users' resentment of their silence.

The Drug Users' bodies, therefore, demanded that Project ORCHID, AVAHAN and NACO

should clarify the statement of 100% HIV mandatory testing `without giving other

justification and confusing/misguiding the common people'.
