Evaluation of HIV Fellowship Program of 2008-09 batch of ITECH, Chennai

Background: The HIV Fellowship Program of ITECH is an innovative one year

clinical and leadership training program approved by the Government of Tamil

Nadu, supported by Tamil Nadu State AIDS Control Society and Directorate of

Medical Education. The program, funded by the United States Centre of Disease

Control, is implemented at the Government Hospital of Thoracic Medicine (GHTM),

Tambaram, Chennai. The one-year hands-on training program prepares physicians to

be leaders in HIV care and support, training and management in India.

The main objectives of the program are to- Train future clinical leaders in

India Enhance patient care and treatment at GHTM

Purpose: The main purpose of this evaluation is to assess the effectiveness of

the Fellowship Program in training Fellows in HIV treatment, care and support.

The specific objectives of this evaluation being-

To understand the expectation of fellows about the program and whether they have

been met

To track the progress made by fellows over the period of one year in terms of

knowledge gained in clinical care, program management and leadership

To understand the perceptions on their role in providing treatment, care and

support to patients at GHTM and the effectiveness of the same

To identify whether resources of ITECH, GHTM, TANSACS, Department of Health and

other stake holders are being used effectively for betterment of the program

To suggest ways to improve and expand the scope of the program

The evaluation agency is expected to provide feedback on whether the 2008-09

program was implemented as planed and how to overcome obstacles encountered in

implementation.  The agency should also come out with a clear cut plan for

ITECH on improvement and expansion of the scope of the program.

Requirements:

The evaluator/agency should provide detailed methodology along with narratives

that will be undertaken in order to meet the evaluation criteria mentioned in

the Purpose section. Please provide a detailed timeline for each activity,

budget and updated resumes of the evaluators involved in this evaluation. It is

expected that the entire evaluation process including report writing and

dissemination would be completed within 45 days.
