Dear Sir, I the undersigned on behalf of Churachandpur Positive Women Network and as peer outreach worker would like to express our shock and grievances of the way we the positive people of Churachandpur has been subjected to by AHF. We request your guidance and assistance to seek justice and fairness from AHF. We are extremely shocked to receive the information that Ms. Lalitha of RAHUL KAPOOR & ASSOCIATES, CHARTERED ACCOUNTANTS, by an email on 29 March 2010 that the AHF Care project in Churachandpur has been terminated from 1st April 2010 giving just 2 days notice to the Project staff and also a letter to sign which say we receive March salary even before we received it and have not receive till today. There was no information about the plight of the PLHAs who were receiving care treatment from this project. We are totally disappointed by the unethical and inhuman behaviour of an international AIDS organisation. That, the AHF India cares program in Manipur started in June/July 2009 has been serving more than 500 clients and their families and provided support such as clinic services for patients, counselling services, outreach, home based care services, support groups, adherance support, prevention and awareness, testing, condom promotion which has been of great help and support for people with HIV/AIDS. The project was heading smoothly as per strategies and work plan of the project. But during the later stages of the project i.e. from December 2009 onwards the project progress becomes slow and most of the activities could not be effectively implemented due to irregular and delay of funding from the funding agency and finally the project was closed down with two days notice. We would like to highlight the following points of our grievances: 1. That, AHF is running humanitarian services for HIV/AIDS and to terminate this services abruptly and arbitrarily violates all moral and ethical values as they are supposed to stand and serve and advocate for the rights of PLHAs. 2. The termination of such care and support services without appropriate notice and time for arrangement for us to access such services from others providers is against all basic human rights so far as we the clients are concern. 3. This type of open and close policy is inhuman and the 500 clients enrolled in the AHF program do not deserved added sufferings by the abrupt discontinuation of the PLHA services. It would have been better if the program were not open at all in the first place so as not raise hope and destroy it. 4. That, any funder can discontinue funding for various reasons such as financial constraints but sudden termination of a program providing humanitarian services without prior information has caused additional sufferings and emotional upheaval for many of us. 5.That, we seek support you and other PLHAs groups, other networks of PLHA and organisation in the country to condemn such insensitivity of AHF and throw light of this blunt and inhuman action of AHF India cares for abruptly and arbitrarily stopping the PLHA services which cause pain and grief to us who depend on such support services. 6. AHF is still operation in Delhi, which too will be closed down? Or this only affects PLHAs from Manipur? 7. We, therefore, request your office to take due notice of this sort of inappropriate behaviour of funding AIDS organisation that cause dismay, misery and added emotional suffering for those living with the HIV disease and why the PLHAs in Manipur are ignored? 8.
