Family Health International: Family Health International (FHI) is dedicated to improving lives, knowledge, and understanding worldwide through a highly diversified program of research, education, and services in family health and HIV/AIDS prevention and care. Brief description of SAMARTH project: SAMARTH is a Technical Assistance (TA) project of FHI supported by USAID. It provides TA to the National HIV/AIDS program on different prevention, care and support issues. Most of the project activities are with National AIDS Control Organization (NACO) and Uttar Pradesh State AIDS Control Society (UPSACS). SAMARTH works in close collaboration with lead national development partners such as WHO, UNAIDS, UNICEF, BMGF, HIV/AIDS Alliance and Clinton Foundation. KEY RESPONSIBILITIES: Associate Director will provide leadership on technical assistance to NACO, SACS and USG Partners in the area of Strategic Information including M & E, Epidemiology, evidence based planning, surveillance, HMIS, data triangulation, analysis and use. The incumbent will supervise M & E Management Specialist and the Consultants in above areas. ESSENTIAL JOB FUNCTIONS: • Under guidance of Director SAMARTH, annually identify SAMARTH TA priorities in SI area nationally and in the USG priority states, working closely with Government and USG partners. Prepare the plan and provide TA to NACO, SACS and USG Partners in SI related areas in agreement with the Director SAMARTH. • Represent SAMARTH in high level SI related national committees, working groups, technical forums and other discussions. • Plan and provide TA to NACO in the development and rollout of Strategic Information Management Unit (SIMU), Computerized Management Information System (CMIS), Evaluation of Projects and Surveillance. Work jointly with development partners, co-ordinate for the training and mentoring plan implementation in the area of M & E and Epidemiology for NACO and SACS. • Plan TA evaluation frame work and coordinate SAMARTH TA evaluation • Supervise and provide support to NACO, SACS, USG and SAMARTH partners on DQA, data analysis and use. • Plan and conduct training on SI areas for stakeholders and USG partners. • Participate in Strategic Planning for SAMARTH and the development of SAMARTH's Annual Workplan, Budget, Country Operations Plan, Annual Progress Report and APRO reports. • Contribute in development of the capacity building plan for FHI, SAMARTH staff and partners in the areas of SI. • Develop and Review SI related training manuals and technical documents • Keep updated on the newer developments in terms of policies, guidelines and developments on SI areas • Update national and international consultant database on SI areas and coordinate their hiring and monitor their activities • Liaise with UN, INGOs, national institutes and other lead agencies on SI issues • Supervise and provide supportive role for M & E Management Specialist • Perform other duties as assigned by Director SAMARTH EDUCATION QUALIFICATIONS & EXPERIENCE: Masters in Public Health, Epidemiology, Demography, Statistics, Biostatistics or related fields. Experience of 8-10 years relevant experience in the field of public health. Prior experience required in data planning, compilation and data analysis including quality control is necessary. COMPENSATION: • Compensation levels at FHI are equivalent to market rates within the development sector. However, offers shall be based on salary history, relevant experience and qualifications.
