The Tamil Nadu experience needs to be studied and learnt from. But how about civil society itself taking up such initiatives? I'm sure you are aware about legal aid units set up under the two coalitions - Coalition of Rights Based Groups in West Bengal and Sampark in Orissa. Your organizations and we (SAATHII) are fellow members of these coalitions. And both legal aid units put together are already dealing with 20 odd cases of violence, treatment and property denial experienced by PLHIV and sexual minorities. We've had recent successes as well. To my mind it would be a better idea for civil society to set up such units and then link up with government resources to avoid duplication and at the same time foster community initiative and participation. Learning by doing is the best way to realise one's entitlements rather than just demanding them.
