Recently there have been online discussions on many E Forums about this and what we all think about the framework. For your reference I am attaching a copy of the framework. Many of us from Regional Networks and organisations working on HIV and AIDS related issues (as signed in the second attachment) who have interest in ensuring that this framework is framed in a way that supports the community of key affected population, have read this framework carefully. We have had teleconferences, discussions and a face to face discussion to understand what we all would like to see in this framework that would support the community and community based organisations or local NGOs. Based on our discussions and understanding, we believe that this current framework is more diluted then the earlier documents that stressed CSS on support of Community based organisations and community related activities. This framework should be easily understandable and community people, Community reps in CCMs, CCM members should be able to articulate what is there in CSS that could be supported under global fund grants in your countries. We have made a representation to the Global fund, UNAIDS and other organisations who are involved in the development of the CSS framework with suggestions and changes which we believe is fundamental to this framework. We are attaching a copy of our representation, suggested building blocks and Service delivery areas for your reference. We also have questioned the process with which this framework has been developed without enough representation or community members who could effectively contribute in the development of this framework. We solicit your feedback on our suggested changes in the framework and also would like your endorsement by sending us your name and address if you would agree with our suggestions on the Framework.
