Guest guest Posted March 12, 2010 Report Share Posted March 12, 2010 Dear All, Re: /message/11252 Here is another incident of the appalling behaviour of BSACS which by the way also involved JD (TI)Mr. P Priya Dubey: This is in regards to the sudden cancellation of the JAT exercise of TI's under the Bihar Sate Aids Control Society. The manner in which this was handled is very appalling. I am absolutely dismayed at the way BSACS is so disorganised. Firstly I was informed on the afternoon of the 16th February that I should be in Patna for the JAT exercise on the 18th February. After running around hectically to acquire a ticket to get there I get informed on the 17th February at 1.00 pm which was just a few hours before I had to depart for Patna that the JAT exercise had been postponed. This manner of dealing with consultants is absolutely unprofessional. To accommodate the BSACS JAT team requirement I had to postpone a TOT that I had to conduct in New Delhi which was planned a long time ago and put all the participants plans into an array. In addition I had to book a tatkal ticket which under the railway rules does not get even a rupee refunded. It is even more disappointing that over the phone you inform me that BSACS will not reimburse the amount. This is totally unacceptable to me. I have attached a scan of the said ticket for your reference. The amount is rupees 1586.00. I would like this amount to be reimbursed as soon as possible. In future if BSACS needs my services please ensure that I am informed at least a week in advance and make sure that BSACS books all the necessary travel tickets and sends them to me beforehand. I have many other consultancy commitments and an NGO commitment and cannot be changing and chopping plans and commitments like this. I still have not even got a reply acknowledging the receipt of the earlier mail regarding this issue. I have 8 years and 6 months of experience and Master of Arts in Psychology (Patna Unversity) and pursuing P.hd. at the time of application. I was also called for the Interview. But, at the time of my interview, the Senior IAS officer just left for other work. Before that he was present in interview panel for his existing staffs formality. I and other candidates who were present for the interview were astonished that without the said IAS officer how we can be selected? Also, at that time we thought, the selection process is already over, and our interview is only for formality. Now, this posting on AIDS INDIA comes as a news. A recruitment process delayed by 2 years with at least 4 advertizements, huge processing costs on data entry and sufferings of a number of applicants has been resulted into absolutely unwarranted decision as mentioned by Mr. Niraj even despite the repeated directive of hon'ble high court regarding fair recruitment of NACP-III posts. The position of Joint Director (TI) and Deputy Director (CCC) are samples only but there are many other instances of irregularity in the said recruitment, the key contractual posts in the component of Blood Safety, and Bassic Services have also been filled-up arbitrarily without meeting the selection criteria and even despite the fact that the selected candidates had not applied for the post assigned. NACO being the apex body, CCM of GFATM and other stakeholders concerned should take cognizance of the same and try to rectify the faults for the larger programatic interest in particular and for the people of Bihar in general.
