The Alliance in India has supported over 120 community-based projects through its NGO and CBO partners to prevent HIV infection; improve access to HIV treatment, care and support; and lessen the impact of HIV. The last including reducing stigma and discrimination, particularly among the most vulnerable and marginalised communities key to the epidemic – sex workers, men who have sex with men (MSM), injecting drug users (IDUs) and adults and children living with and/or affected by HIV. Key Responsibilities: The Programme Officer will be responsible for providing programmatic, technical and organisational development support to the Alliance India’s network of state level principal partner NGOs, their programmes & implementing partners. S/he will be supporting programme development and capacity building activities; promoting innovation and documentation of good practice in HIV and AIDS programming. The incumbent will be mainly responsible for the following: • Development and implementation of the programme work plans and activities for the designated partner organisations and stakeholders, in consultation with the Programme Manager, ensuring high quality in programme deliverables. • Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables in close co-ordination with monitoring & Evaluation team members. • Assess the programmatic, organisational and technical support needs of programmes, implementing NGOs and other relevant stakeholders and develop capacity building plans for needs identified; also carryout review and evaluation of the progress and impact of such activities and take corrective actions wherever required. • Support lead partners and NGOs in developing and maintaining systems and procedures to ensure donor compliance. • Work with other members of the Programmes team to liaise with partner NGOs in preparing and submitting programme and other reports on a timely basis, as required, for internal and external use. • Prepare regular reports on the programme for Alliance India and donors • Review, analyse and provide timely feedback on programme reports and other documents relating to programmes and partner NGOs. • Contribute to the development of tools and resources for use by Alliance India and partner organisations in various programmes. • Support the advocacy team in the effective implementation of the advocacy initiatives developed at the grass root level. • In collaboration with the Programme Manager, contribute programme learning to knowledge management initiatives of Alliance India, ensuring the communication of best practice recommendations are promoted within Alliance India and to external organisations. Essential requirements: Master’s degree in social sciences, health or development field (or equivalent) with at least 3 to 4 years of relevant project management experience in the health or development sectors. Hands on experience of working with key populations (female sex worker, men who have sex with men, injecting drug users) and good knowledge about the issues of prevention for KPs. Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment. Experience of providing technical support to and capacity building of organisations. Excellent analytical, writing and verbal communication skills. Ability to work effectively in teams as well as independently. Excellent writing and verbal communication skills. Key Responsibilities: Responsible for the overall management of the partners and day to day management of specific grants. Provide inputs in strengthening the granting cycle through regularly assessing the operational needs of the Finance and Programmes teams; proposing and developing new processes and procedures, including proposing updates for the Alliance’s Onward Granting Policies and Procedures. Signing sub-grant agreements with partner organisations, and design/maintain systems and responsible for the timely renewals, amendments, closeouts, etc of various sub – grants in accordance with contractual obligations and alliance India regulations. Regularly monitor financial performance of Alliance India partner organisations including monitoring of spending under sub-grants, analysis and preparations of reports on all granting activities to relevant units, donors and other external bodies. Work with the Programmes Team to design budgets and reporting forms that reflect programmatic goals and also ensure grant funds are effectively utilised against programme deliverables. Input to budgeting process for various donor programme activities in addition to quarterly Budget vs. Actual (and variances) analysis for donor reporting and review of programme activities. Maintain clear understanding of relevant donors of Alliance India and local legislation regulations, and take lead in the financial and narrative part of pertinent donors reporting. Ensuring compliance of Alliance India and its NGO partners with local legislation, internal Alliance India/UK requirements, and various donor regulations and policies. Liaise with appointed external auditors for partner organisations (sub-recipients) and review external audit opinions on financial reports from partner organisations and incorporate them into preparation of donor reports. Identify the areas where the Alliance NGO partners requires support and provide specific technical support on financial management, internal control systems, budgeting and sub-grants management, etc. Extend support in resource mobilization activities, especially in the development of budgets in line with concept notes and work plans for various project/programme proposals. Essential requirements: Professional accountancy qualification, preferably Masters in Commerce with at least 4-6 years experience. At least 4 years’ relevant experience in an NGO or comparable setting. Experience of computerised accounting, especially Tally. Adequate experience in compliance with statutory and contractual requirements Demonstrated experience of onward granting in the non-profit sector. Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment. Experience of providing technical support to and capacity building of organisations.
