I volunteer in one of the CCC supported by SACS and they are getting strict orders from NACO to not do any major OI management except doing counselling, out reach and treat minor symptoms like cough, fever, etc. I guess NACO should communicate the role of CCC to all positive networks. CCC staff are penalized if they do any medical care except minor symptoms. At one level CCC want to do more medical care and at other level their hands are tied and they have been cautioned that the CCCs that offer major medical care will be seized. At another level, the people who are making these allegations against CCC are not realizing the budget for other components such as HR, recurring costs, rent, etc. They are only talking about other costs such as food. How the hell CCC get an out reach worker for Rs. 3000/-salary when a house maid can make much more than this. If NGOs have to really bring out the truth out with evidence, more discrimination is happening at Positive networks than any where else for positive women. If Positive network want to take up the CCC work, there are other ways to approach government rather than doing false accusations on CCCs that are really doing service and fighting with goverment to change the protocol to major OI care. While CCCs wish to do lot of work, the guidelines are not in favour to do more work apart from admitting only cases for ART monitoring and psycho social care. If this continues where NACO does not allow CCC to do good work and PLHA start blaming CCC doing things purposefully, probably no PLHA will have any medical care in future by NGOs. Most often, some PLHA forget that all care initiatives have been started by HIV negative people and i dont understand how these people keep saying that only positive can understand positive. Infact PLHA exploit PLHA rather than supporting. See the issue both sides rather than blaming the work done by Good NGOs. Simaltaneously Positivenetworks also not been actively participating in the implementation of ditrict programmes. First they should be the role model and fight with govt or local NGOs to get services , in the same time they can pressure the NGOs to provide proper services without misusing of national grants.
