Background: Naz Foundation International (NFI) is an international development agency headquartered in the UK, with its regional programme office based in Lucknow, India, where it implements a regional programme of technical and institutional assistance to support its South Asia country partners to strengthen their capacity to support locally-based MSM and HIV and sexual health interventions in their countries. As a coalition response to the sexual health needs of MSM and hijras in South Asia (PSI Nepal, UNDP, NFI, and its four country partners), a South Asia multi-country regional application was made to the Global Fund on AIDS, TB and Malaria Round 9, which was secured. Countries engaged in this will be Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. NFI as a sub-recipient (SR) of this project, where PSI Nepal will be the principal recipient (PR), will be responsible for implementing the range of MSM/hijra technical assistance and support to the different countries through a process of Community strengthening, reducing vulnerability, and minimising risk of the further spread of HIV for men who have sex with men and transgender populations in South Asia. NFI Regional Office is now seeking to secure staff to implement the two-year Phase 1 of the project. Position Description: The Knowledge and Communications Manager is responsible for the effective management of the knowledge and communications department and team, and has oversight responsibility of appropriate knowledge development in line with NFI's goals and objectives to address the sexual health needs of MSM and hijras across South Asia, and that project activities are carried out in accordance with the established specifications, schedules and budgets of the GFATM project. The KCM will have overall responsibility for the development of new knowledge products in differing languages, the management and development of the NFI website, development of appropriate reports as needed and/or requested, and will also be responsible for media communications, press releases and other documents. Further to this, the KCM will also supervise the Research Coordinator in developing various research studies towards increasing knowledge on the issues, needs and concerns of MSM in South Asia, and liaise with the Monitoring and Evaluation officer in the preparation and production of M & E Reports as required. He/she will also review the current NFI Knowledge Management System, and implement any necessary recommendations to strengthen this department and extend in reach and access. Summary of responsibilities: • Manage the Knowledge and Resource Development Team. • Provide technical support and advice for the resource development. • To ensure timely implementation of the knowledge and resource development work plan of the GFATM regional project • Keeping up to date with information, debates and knowledge on MSM and transgender issues, specifically how they affect males in south Asia, elsewhere in Asia, and other developing countries. • To provide information, policy papers, reports and briefings on a range on HIV/AIDS, sexual health, sexuality, welfare and rights issues with a focus on MSM and transgenders as and when requested. • To prepare knowledge products based on information obtained from NFI's project reports and desk-based research, as well as its country partners • To determine gaps in evidence from the NFI monitoring and valuation reports • To compile Pukaar, the quarterly journal of the Naz Foundation International and newsletters that NFI may wish to produce • To ensure that the NFI website up to date. • To monitor the Resource Centre library on a periodic basis to ensure that it is kept up to date and catalogued. To enable the accessing of particular library information electronically. • To provide information to project partners and other interested organisations on a range of HIV/AIDS, sexual health, welfare and rights issues focusing on MSM as requested. • To be responsible for communications with the media via press releases and other documentation. • To ensure the studies conducted are managed in a timely manner • To make presentations on a range of HIV/AIDS, sexual health, welfare and rights issues as requested. • To attend meetings, forum and conferences as requested. • To attend meetings with other members of NFI staff and volunteers. • To undertake self-supporting administration duties. • Any other duties commensurate with the salary as requested. Skills and qualifications required: • Knowledge and interest in sexual and reproductive health, with a Masters degree in a relevant field. (Essential) • An understanding of MSM/hijra issues – general (essential) and South Asia specific (desirable) • An understanding of how to source information on sexual and reproductive health and to answer ad hoc requests. (Essential) • Good knowledge of, and experience in using the internet (essential). Experience in web-based and field-based research would be an advantage. • Computer literate with a very good working knowledge of Windows Microsoft Office products, and if possible Macintosh system. Any knowledge of HTML and desktop publishing would be an advantage. • Administratively self-sufficient, with some management experience. • Good communications skills (Essential). • Publicity, media and public relations and marketing skills (Essential). • Excellent technical research and writing skills (Essential) • Fluency in English (essential). Additional language proficiency would be useful • Research experience • 2-3 years experience in health or development • Demonstrated competence to assess priorities and meet deadlines with attention to details and quality. • Demonstrable experience of working with MSM and sexual health issues. Will report to the Regional Project Director. Remuneration: Salary package will be commensurate with qualifications and experience, and budgetary requirements.
