Re: /message/11905 I strongly appreciate the effort you have taken to extract the details regarding the AEP and the much hyped " 1097 " helpline from NACO. It is rightly mentioned that the 1098 child helpline number launched is functioning very correctly thus meeting the objective for which it has been set up. If NACO and the SACSs put some genuine effort to activate 1097 in the states in which it is not functioning, it definitely would simply multiply the results that we are now achieving after struggling a lot with programmes for the PLHIV. All the best wishes for you once again and thanking you a lot for the precious time you have spend and the effort you have taken to bring this data to us in the same field. Borges Re: /message/11905 Kerala was first to suspend the Adolescence Education Programme (AEP) http://www.nacoonline.org/Quick_Links/Youth/School_Age_Education_Program_SAEP/ and the first to restart the same. We restarted in four districts, and now it is being implemented in all the fourteen districts. Education department developed the module as per the framework given from NACO. IT was vetted by technical experts, and placed in the public domain by the education dept for vetting. It was approved by the curriculum committee of the Education department. We translated the same into English, compared the one developed by NACO and that of Kerala's and shared those with NACO States are free to address the out of school youth through their local specific approaches. In Kerala we are addressing out of school youths through NYKS. We are also trying to address them through FBOs. Regarding 1097, Kerala SACS is behind BSNL to activate 1097, for the last 2-3 years. I would like to narrate what all happened in between these three years. After a communication from NACO to activate 1097, we approached BSNL to activate it. BSNL told us that in KErala, DoT has sanctioned the short code 1051 for HIV. Then we aksed them to activate atleast 1051. They activated it for Trivandrum only. We requested them to activate it in such a way that it is available from the whole state. BSNL then told us they need permission from DoT for that. Our Health SEcretary wrote to DoT Secretary. To our surprise, DoT sanctioned 1097 for KErala and asked BSNL and other operators to activate the short code. Then BSNL KErala told us that we have to pay for the calls being made to this number. We replied that we dont want " toll free service " . WE need only " paid party service " . Then BSNL wrote to all 11 Secondary Switching Areas (SSAs) to open 1097 and land all the calls to our telecounseling centre. Hunting facility is also provided. I personally met the BSNL authorities day before yesterday and confirmed that 10 SSAs have activated. One SSA is yet to send the completion report. Regarding BSNL mobile, they ve not sent the completion report to BSNL, but 1097 is accessible from BSNL mobiles also. Regarding private mobile, in Kerala Airtel came forward to open their services for 1097, soon after they got the letter from DoT. They are following it up still with BSNL to open the facility for them. Coz it is thru BSNL 1097 is being operated. There is a Network Coordination Division in BSNL to coordinate this. WE are following up with BSNL and pvt mobiles to activate 1097 from non bsnl phones. WE are optimistic that the best will happen and people will be getting full fledged services. We also experience receiving lot of wrong calls! ISD calls and other calls are landed in our tele counseling number, which BSNL is trying to resolve. No result so far. Why i narrated these is to reflect my opinon that the implementation of AEP, out of school youth and 1097, is more dependent on State prirorities. Regarding 1097, 100% of the technical arrangements are to be done by BSNL. I would request the Forums valid suggestions to better our functioning. Meanwhile we are also ready to help those who need techincal help in setting 1097 in their state.
