Job :Documentation of Social Protection Schemes that have worked for PLHIV

Duration: 15th September 2010 – 31 October 2010

Background:

National AIDS responses have proven to be most successful when they have moved

beyond addressing HIV as only a health concern, and involved a wider range of

sectors and stakeholders. Mainstreaming AIDS into development processes is an

effective way to ensure that action on HIV is linked to national development

efforts and poverty reduction strategies, while enabling diverse actors to use

their comparative advantage to contribute to the AIDS response.

To strengthen the mainstreaming efforts, NACO, with support from UNDP, has

extended technical support to various ministries, established State Mainstream

Units (SMU) within SACS and supported Mainstreaming Resource Units (MRU) for

technical support in mainstreaming HIV in the business sector, civil society

organizations and the government departments in the five states of UP,

Rajasthan, Orissa, Bihar and Chhattisgarh) while a Mainstreaming Officer is in

place in all the other SACS. A Mainstreaming Cell at NACO steers and monitors

the efforts across the country.

Purpose:

Many states in India have a strong record on social protection schemes and some

states in the recent past have intensified their efforts. In the light of

strategic importance of social protection to mitigate the impact on people

living with HIV as well as to reduce the vulnerabilities of people to infection,

NACO works closely with government departments to identify and advocate for

amendment/adaptation of policies and schemes for social protection of

marginalized groups.

So far, 35 central and state government schemes have been amended and 29

directives issued by the State Councils on AIDS to the government departments.

This has given direction to the efforts of the various sectors in ensuring

social protection for the marginalized groups.

The documentation and analysis of these schemes/ directives from an end-user

perspective will strengthen the evidence base and help UNDP, NACO, GoI and other

development partners to design interventions around social protection and

development needs of PLHIV. It will help India to showcase its social

protection initiative and share lessons with other pan-Aisan countries.

Study objectives

UNDP India is seeking to commission the services of a research institution or

consultant to compile and document social protection schemes in the country from

the end-user perspective.

Scope of the assignment

The study will be conducted in the states of Bihar, Chhattisgarh, UP,

Maharasthra, AP, one N-E state and Karnataka and will cover the following:

- Directives by the ministry of Rural Development to integrate HIV in programmes

and schemes e.g. NREGA, and the training programmes conducted by SIRDS

- Directives by the Ministry of Panchayati Raj for inclusion of HIV in trainings

of panchayat leaders and in the 59 BRGF districts which are also high HIV

prevalence districts

- Amendment of schemes at the state level to include PLHIV such as Widow pension

scheme in Rajasthan to include PLHIV widows irrespective of age and Old age

pension in Orissa to include PLHIV irrespective of age.

- Contribution by the civil society organsations and the private sector to

social protection.

The study will draw from the experiences, lessons learnt and challenges of the

Mainstreaming Unit at NACO, SACS, MRUs, SMUs, TSUs and partner organisations and

local beneficiaries.

Areas for investigation:

- Identify the social protection schemes that directly address HIV or those that

have integrated HIV into them.

- What has proven effective in different contexts?

- Draw lessons from what has worked – both the high profile success stories and

the local innovations?

- Some of the individual and institutional challenges.

- What can we learn from existing programmes about governance, institutional

capacity, resource mobilisation and community engagement for social protection

in different contexts?

Duties and Responsibilities:

The agency/consultant will work in close coordination with the UNDP Programme

Officer.

The review will entail:

- Gathering and reviewing relevant literature (particularly literature related

to government directives, amendments) and secondary data, including reports e.g.

implementation reports by different HIV & AIDS stakeholders, available data from

the national HIV M & E system, and resource tracking report

- Developing interview guides for discussions with stakeholders/cases

- Interviewing stakeholders so as to gather relevant primary data

- Synthesizing secondary and primary data collected, so as to address the

documentation objectives

- Consulting with stakeholders about the results

- Photo documentation of the cases that are being documented.

Throughout the review process, the following cross-cutting aspects should be

focused on: most at risk populations (MARPs); access to HIV prevention,

treatment and support services by various vulnerable groups; legal and gender

issues.

Final deliverables

1. A print-ready document containing at least 20 cases presented in written and

visual (photo) form.

2. An estimated 15 minute power-point presentation summarizing the

documentation.

3. A collection of photographs capturing the work and beneficiaries in the field

for UNDP database.

The consultant will prepare and deliver a professional product within agreed

time-frame, including periodic and interim reports as requested by UNDP.

Proposed schedule:

- Complete desk review –15th - 20th September 2010

- Developing a framework for the case studies- 25th September 2010

- Agreement on how case studies will be documented – written, oral, visual

(photographic/video) – 28th September 2010

- Development of tools to collect data – 30th September 2010

- Site visits/ Meetings with development partners(NACO, Government departments,

SACS, ) and beneficiaries – 1st to 20th October 2010

- Writing of the document– 20th to 25th October 2010

- PowerPoint summary preliminary findings- 27th October 2010

- Submission of draft written/visual report – 29th October 2010

- Final Report – 31st October 2010

Experience

• Prior experience in development of best/ good practices, process documentation

in HIV interventions/ social protection/ welfare schemes.

• Clear knowledge of the mainstreaming strategy of NACP 3

• Knowledge of the social protection schemes available for the marginalised

communities.

• Previous experience of working for/partnering with a national level

development agency

• Experience in developing strategic documents to international standards in

relation to HIV and AIDS.

• Good linkages with development partners, government and civil society

organizations.

• Technical knowledge of process documentation and development of best practices

notes, good writing skills, adherence to deadlines.

UNDP is seeking proposals from interested organizations/individuals. The

proposal may only be a maximum of 6 -8 pages, to include the following:

- Snapshot of your individual/ team/ organisation's expertise and experience

- Demonstrated experience in conducting similar studies

- Description of methodology

- CVs/snapshots of person/s who will be involved in the assignment

- Proposed activities with time line

- Detailed Budget ( submitted in a separate envelope or in a separate file -if

submitting through e- mail - clearly marked `budget')

Short-listed parties may be invited for a presentation to the selection panel.

The selection will be made through evaluation of the proposals based on criteria

mentioned above and value for money.

The individual/organisation shall ensure that

- Intellectual property rights of all reports, literature, and materials shall

remain the property of UNDP.

- Confidentiality of information arising out of the project is maintained and

used only for project purposes. Revelation of data to external agencies/press

should be only through UNDP.

- Key personnel are assigned solely for implementation of this project. Any

change will be made in consultation with UNDP.

- Proper financial and accounting records are maintained.
