Dear All

Subject Violation of NACO guideline in allotment of TB HIV coordination project

under GFATM Round III

Ref. Our information about awarding project of TB HIV coordination and PPTCT. to

specific NGOs

Sir,

I welcome the decision of NACO to award GFATM III in favor of Infrastructure

Leasing & Financial Services Limited (IL & FS)

IL & FS ETC Organization. I am also very sure that IL & FS will implement the

program very efficiently in project area.

We also come to know that, in Maharashtra IL & FS are awarding

the TB HIV coordination project to PPTCT NGOs directly without taking any

process of selection as per NACO guideline. In year 2009, it was time being

decision to allot the project to PPTCT NGOs for short period as project was in

completion phase. (For period of 5 months).

I am of the opinion that you are violating norms of NACO for

award of the project. There are many new and old NGOs having competent profile

for implementation of program.

I am requesting IL & FS to follow all norms lead down by NACO

for selection of NGOs to award the program. I am very sure that as you are

social inspired corporate, will follow all procedure of selecting NGOs and will

give equal chance to all competent and eligible NGOs in selection

With regards.

Yours truly,

Mr. Vijay Kshirsagar
