This position will design, support and refine MIS, social marketing, documentation and evaluation project-requirements. The incumbent will also work to support the networks to broaden their membership and resource base. This position supports a cutting-edge initiative that seeks to promote structural change for groups at risk for HIV. The position will be based in Hyderabad, Andhra Pradesh, and will report to Project Director. The work involves extensive travel across states. This is a five year fixed term contract. Background PRAXIS-CFAR-REACH are implementing an initiative to enable networks of high risk groups consisting of sex workers, men who have sex with men, transgender people and drug users in the six HIV high prevalence states to empower themselves to realize their rights by reducing police violence, stigma, and accessing health services. The five year project is a unique opportunity for professionals seeking to partner with numerous marginalized communities across India to use social movement theories to develop and sustain community based strategies that will not only help prevent HIV/AIDS but also reduce social exclusion and enhance social justice. Objectives Facilitate gaining unique identity and civil society support by the networks and broaden membership and resource base Key responsibilities • Plan and implement social marketing strategies and create demand for network among HRG • Facilitate communication and dialogue across districts through local media, by using local vernacular and local art forms • Plan and implement membership mobilization and membership expansion strategies for the networks • Facilitate and support networks in mobilizing resources by building capacities of network leaderships • Engage in process documentation of network formation and strengthening process from the very inception onwards • Up keep data base related to critical milestones in line with objectives and activities of the project • Facilitate partnerships of HRG networks with national and regional networks of high risk groups and other marginalized groups • Identify key stakeholders (SLP, government bodies, civil society organisations, networks of marginalized groups) and facilitate their active collaboration with network through out the project from the beginning onwards • Provide support to the experts who engage in building partnership of HRG networks with global networks • Identify and liaison with key stakeholders, CBGs and other civil society organizations in non Avahan districts and bring them into linkages and collaboration with HRG networking process • Monitor the annual planning and evaluation based on activities related linkages and collaboration between various forms of networks • Update management information on the progress of the project and report the same to the Project Governing Body and each consortium members through project director • Engage in progress report preparation related to critical milestones of linkages and collaboration, social marketing and membership and resource mobilization process and submit the same to BMGF through Project Director on time • Strictly monitor progress of the project in line with the critical milestones related to respective objectives and activity milestones • Provide timely guidance and motivation to the state level coordinators to effectively undertake their roles and responsibilities to support HRG networks to engage in effective linkages and collaborations Qualifications and experience • Master's degree/MPhil in the social sciences/development studies • Excellent qualitative, participatory and quantitative research skills • Demonstrated ability to work successfully with diverse constituencies and to work independently • Experience and/or good familiarity with developing and supporting large scale MIS, evaluation, documentation using participatory methods • Experience in participatory action research, social marketing and resource mobilization. • Candidates should have had at least 3 years experience in these areas • Advanced written and oral communication skills in English • Fluency in any of the regional languages (Tamil, Kannada, Telugu, Marathi) How to apply Qualified applicants should submit a resume and a one-page cover letter explaining `why I should be considered for the position' to <jobs@...>. Objectives Develop linkages with government and civil society organizations to enable networks to plan and manage initiatives and address structural barriers Enable the HRG networks to participate in policy making and implementing processes that impact their entitlements and access to services Enable the networks to reach out and link with like -minded networks of marginalized groups Responsibilities • Identify government bodies, civil society organisations, networks of marginalized groups and facilitate their active collaboration with the network throughout the project • Consistently engage and collaborate with the above stakeholders to address and mitigate structural barriers that impact marginalized communities • Develop strategies in collaboration with stakeholders and community representatives to address and mitigate crises that impact the HRG network communities • The incumbent will build capacity of the network representatives to engage in advocacy processes to improve services and address vulnerability issues, such as violence and stigma, encountered by high-risk communities and to monitor and evaluate impact of such processes • Facilitate formation of national- and state-level advisory groups for the networks and the advisory groups effectively contribute to the formation, strengthening and sustainability of the networks • Regularly update management information on the progress of the project and report the same to the Project Governing Body and each consortium members directly or through the project director • Engage in progress report preparation and concurrent process documentation on advocacy process. • Strictly monitor progress of the project in accordance with the project deliverables and milestones • Provide timely guidance and motivation to the state level coordinators to effectively undertake their advocacy roles and responsibilities Qualifications Ideal candidates will possess a bachelor's or master's degree in political or the social sciences or a related field; excellent advocacy and policy analysis skills; demonstrated ability to work successfully with diverse constituencies and to work independently; experience and/or good familiarity with the government, policy change, participatory action research, capacity development, team building and monitoring.
