Background: Naz Foundation International (NFI) is an international development agency headquartered in the UK, with its regional programme office based in Lucknow, India, where it implements a regional programme of technical and institutional assistance to support its South Asia country partners to strengthen their capacity to support locally-based MSM and HIV and sexual health interventions in their countries. As a coalition response to the sexual health needs of MSM and hijras in South Asia (PSI Nepal, UNDP, NFI, and its four country partners), a South Asia multi-country regional application was made to the Global Fund on AIDS, TB and Malaria Round 9, which was secured. Countries engaged in this will be Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. NFI as a sub-recipient (SR) of this project, where PSI Nepal will be the principal recipient (PR), will be responsible for implementing the range of MSM/hijra technical assistance and support to the different countries through a process of Community strengthening, reducing vulnerability, and minimising risk of the further spread of HIV for men who have sex with men and transgender populations in South Asia. NFI Regional Office is now seeking to secure staff to implement the two-year Phase 1 of the project. Position Description: The M & E Assistant Is responsible in supporting the M & E Manager for the design, implementation and oversight of NFI's monitoring tools, procedures and surveys to assess NFI's and its partners success in achieving the targets as developed for the GFATM Project. Key Responsibilities: Will support the M & E Manager in collecting and collating all M & E data from the range of country partners engaged with NFI Regional Office and submitting regular reports to both the Regional Project Director and NFI Secretariat (based in London UK) for the GFATM supported regional project. This will include designing and developing NFI's monitoring and evaluation strategy, and ensuring the establishment of key success indicators and milestones, frameworks and tools for activity monitoring and evaluation of programme impact. A range of multi-country field visits will be required, along with working closely with in-country Technical Advisors seconded to each country partner. Summary of responsibilities: Will support the M & E Manager in • Develop and implement NFI's monitoring and evaluation strategy, especially the establishment of key success indicators and milestones of the GFATM programme. • Working with the GFATM Grant Manager (based at the NFI Secretariat, London,UK) and project sub-recipients (NFI's country partners) to implement the monitoring strategy, frameworks and tools for activity monitoring and evaluation of programme impact. • Collate M & E data from the various country partners and produce monthly and quarterly reports. • Conduct field visits to verify data and monitoring records. • Supervise the collection, quality control, consolidation and analysis of activity-related data in cooperation with all country partners. • Design and implement surveys to assess success of the programme in meeting key project outputs where appropriate and in collaboration with key stakeholders. • Share findings and evidence with relevant stakeholders and contribute to discussions on how to re-direct interventions as appropriate. • Establish networks of information collection and sharing, and strengthen overall M & E capacity. • Facilitate the utilisation of M & E data for advocacy and resource mobilisation and support National AIDS Control Programmes in South Asia. • Support the process of national AIDS planning, ensuring focus and strong evidence-based inputs drawn from surveillance, operational research and strengthening of M & E. Skills and qualifications required: • Bachelors in Public Health with substantial monitoring and evaluation experience. • Experience of working with MSM and transgender populations • Proven understanding of the issues of MSM and sexual health issues in South Asia. • Demonstrable ability to consolidate information from multiple resources, design, development and implementation of M & E frameworks. • 1-3 years of experience in working in a challenging developing country context. • Demonstrated experience with quantitative and qualitative research processes. • Strong English written and oral communication skills; ability to present information effectively to various audiences, large and small; and sound computer literacy skills • Ability to work productively in a fast-paced team environment and capacity to exercise influence with sub-recipients diplomatically and effectively.
