Joe has been actively involved in the public health sector over 20 years and brings in extensive HIV/AIDs work experience in the Asia. Holding a host of positions (Professor, Founding Director of Jodhpur School of Public Health and Vice President) at the Jodhpur National University Joe also brings in diverse senior work experience with academic institutions and INGOS ( International Centre for Health Equity, Save the Children UK, FXB International, Geneva, Northern territory AIDS & Hepatitis Council in Australia -to name a few) in key positions and as an international consultant. Joe served as the AusAID, HIV & AIDS Advisor to the Ministry of Health in East Timor. He was also a founding member and chairperson of Asian People’s Alliance for Combating HIV & AIDS ( APACHA- a multi -sectoral alliance of 500 NGOs in Asia on HIV/AIDs). He holds MSc, Ph.D and post doctoral studies in Social Anthropology and Public health . He has published numerous researches articles and authored two books. After joining as the director, Dr. Joe said, “Along with the efficient team of TSF South Asia and the pool of consultants, I will try my level best to take TSF South Asia to a higher level in meeting the expectations of all the stakeholders of HIV and AIDS in South Asia.†He added, “We are committed to provide, timely and quality assured technical support for programs addressing HIV and AIDS and related issues in South Asia region." I had a good learning experience with him in one of my evaluations in Bihar some time ago. His expertise will enrich the TSF's actvities in future.
