Guest guest Posted January 12, 2011 Report Share Posted January 12, 2011 CALL FOR EXPRESSION OF INTEREST from organizations in India for technical support from INSA-India to develop and implement HIV related policies in their own workplace The International Services Association, INSA-India invites applications from civil society organisations in India for scaling up the ‘practice before you preach’ concept of developing enabling workplaces within civil society organisations that addresses HIV related vulnerability of staff and reduces stigma. INSA-India led a pilot phase between 2006-2010 in south India which resulted in organisations developing meaningful policies and a few becoming HIV mainstreaming resource centres in the three states of Tamil Nadu, Karnataka and Andhra Pradesh. Researched impacts at the baseline stage, implementation stage and finalized stage are available on request. The project significantly, sustainably and meaningfully addressed stigma related to HIV. Presently in the second phase, INSA India is seeking to work with 35 CSOs in facilitating their development and implementation of workplace policies related to HIV, and partnering with them to reach out to another 750 organisations in India. The project is entitled “ Sustainable Internal Mainstreaming in Local Entities “SIMPLE”. GOAL To facilitate ‘enabling workplaces’ that are responsive to the challenges posed by HIV and AIDS, including gender, stigma and violence in India. Organisations selected will be one of 500 organisations selected in 12 countries globally, undertaking the project. The overall global objective is: To prevent organisational loss and staff absenteeism and reduce costs related to HIV and AIDS in a total of about 500 civil society organisations (CSOs), targeting directly 80.000 staff. About 500 CSOs and other stakeholders in 12 countries have functional policies, practices and programmes to address HIV and AIDS at the workplace from a gender perspective by 2014. Functional means that an organisation has an internalized version of a workplace policy, which has been developed in an interactive, all-inclusive manner and resulted in an organisational document. The implementation is an ongoing process and subject to periodic review for necessary amendments Results/outputs from each organisation as a result of the TECHNICAL SUPPORT from INSA-India: 1. The participating organisation and 20-30 other stakeholders in total will mainstream HIV in the workplace through gender-sensitive programmes. 2. Stigma and discrimination will be reduced through the interventions of the participating organisations. 3. Staff of participating organisations, their stakeholder organisations and their family members will have better access to HIV prevention, care and treatment and general support services. 4. The participating organisations will lead and participate in linking and learning, leading to good practices and innovative approaches. 5. Through joint lobbying, donors will show increased interest in funding HIV mainstreaming programmes CRITERIA: Those organisations that fulfill the following criteria may apply 1. Willing to develop a workplace policy, which incorporates addressing HIV , gender and harassment in their workplace exclusively or integrated 2. Interested to be a SIMPLE organisation for expanding policy development for NGOs preferably working in the health , development sector or with targeted interventions 3. Have at least three years experience and technical expertise in working with NGOs /CBOs targeting health, development sector or high risk groups 4. Known potential to lead more than 10-25 other NGOs, FBOs, networks or apex CBOs 5. Demonstrated credibility in gender, health and development sector and financial systems 6. Have not had any HIV mainstreaming program through SAN!SIP, TISS/UNDP or other donor groups 7. Commit to participate in a 12 country baseline study undertaken by INSA India for India before the 28th of February 2011 {two days duration each } 8. Commits to participate in the SIMPLE program for mutual learning and advocacy for longer periods , not specified. The secretariat {INSA-India} commits to train and build capacities of selected organizations to facilitate the program and develop the organisation’s capacity to lead the program in the sustainability phase. INSA India commits to build capacities at their costs for the organisation to develop as a lead organisation for mainstreaming HIV in their region/sector if the organisation adheres to the above.
