Invitation for consultancy

The UNICEF Regional Office in South Asia (ROSA) is currently engaging in an

initiative that aims to broaden and inform national policy processes and

increase awareness of what it takes to establish appropriate decentralization

policy frameworks to reduce disparities in development outcomes, in South Asia.

We are urgently seeking highly qualified experts for analytical and technical

support in the area of decentralization, with focus on HIV/AIDS.

The growing popularity of decentralization in the South Asia region is of

particular interest to UNICEF ROSA, as it impacts access to and quality of

services related to children. Experience to date indicates that whilst

decentralized public goods and services may be an important element to sustained

poverty reduction, they may not – in themselves – be sufficient in reducing

disparities. As South Asia is home to the largest number of poor children in the

world and has some of the highest levels of child malnutrition, and unequal

access to health care including related HIV services, protection, education and

sanitation, there is an urgent need to understand these linkages in order to

inform public policy that accounts for and benefits the rights and welfare of

all children.

The exact schedule of activities will be agreed with the consultant based on the

proposal and research implementation work-plan. It is envisaged that the Terms

of Reference will be completed by the end of 2011.
