Hi Rose,

I think the important thing is to get a green border around the outside

of the page so that if people flip through a pile of letters, there is

green lining each page. I know this all sounds silly and is an

annoyance, but apparently it is important to do it this way for easy

separation of NYS from out of state letters. The green ink itself

won't be enough of a differentiation.
