Based on what we know about DNA folding (chromosome structure etc.) it would at best be a shot in the right direction, nothing to base exact frequencies on. Until something more solid comes along I would take it with some big grains of salt. Montagnier has a lot more theory behind his idea (e.g. not only the length but also the DNA code is important) and some experimental results to prove some minor parts of his theory; and even that is rejected by the scientific world up to now.
