" " Born in Fresno California, Moyer graduated with honors from Fresno High School and Westmont College in Santa Barbara. He attended the University of Washington School of Social Work in 1969. Upon graduating, he obtained a direct commission into the Air Force where he served as a clinical social worker for 28 years in Germany, the Philippines and at selected bases in the United States.
