That quote and the article it is taken from just means that it's banned for diabetics by the Glycemic Research Institute. I guess they make the strongly regarded rules for diabetics. Banned for diabetics ONLY, and not by a government authority, but by the medical group that devises the dietary sugar rules for diabetics. Essentially, doctors tell diabetic patients they have to abide by the rules made by the Glycemic Research Institute.
