The US Government says, Page 9 of the USDA Dietary Guidelines

Healthy Weight: BMI from 18.5 up to 25.

Overweight: BMI from 25 up to 30.

Obese: BMI of 30 or higher.

CR means staying in the healthy very low BMI range

(Dr. Walford says below 20), and getting adequate nutrition.
