Here is a current published paper that correctly says that _some_ flavonoids are goitrogenic. For the set they tested, the amount needed to decrease de-iodinase activity by 50% varied from 11 micromoles to 77 micromoles. Clearly there is range of activities, of difference. The type of flavonoids in millet evidently include at least one of the more potent ones (especially vitexin). http://cat.inist.fr/?aModele=afficheN & cpsidt=13723315 It is not clear that the putative anti-oxidant benefits correlate with de-iodinase effects. So, it is possible that your vitamin C could have flavonoids that just confer the benefits without the harm. However, it is more likely that the label just says " flavonoids " or " bioflavonoids, " something left over in rose hips, in which case you should probably not take it, just in case.
